    The concept and description of approving the Iraqi budget as an “opportunity” and a favorable opportunity for political parties and entities to obtain their quotas and seize allocations through “legitimate gates” represented by the quotas of ministries and governorates is no longer surprising or requires “evidence”, especially with Prime Minister Muhammad Shia’ al-Sudani’s acknowledgment of this. The matter is through his famous sentence that he said to the ministers, warning that "the corrupt are waiting to pounce on the budget."
    The Sudanese government, which was formed on the cusp of approving a budget that is the largest in the history of Iraq, amounted to about 198 trillion dinars, which is a budget equivalent to one and a half times the 2021 budget, or more than it by 53%. It will face a great challenge to preserve this amount of money, amid the presence of dozens of entities, parties and blocs And political figures who share positions in the governorates and ministries, and to prevent their leakage to other than their designated doors. 
    Al-Sudani had said in a meeting with his ministers after approving the budget, that “there is a group of corrupt people waiting to pounce on the financial allocations, as it did with the explosive budgets of the state previously, and they are the ones who talk about chastity and fighting corruption, but they are corrupt, and all ministers must follow the procedures first-hand to prevent a loophole that is implemented.” by the corrupt.” 
    And while it is still not known whether Al-Sudani will succeed in preventing the leakage of these funds,  the head of the Iraqi Center for Strategic Studies, Ghazi Faisal, confirms that there are great fears of the powerful's acquisition of Iraq's explosive budget funds.
    Faisal said, to "Baghdad Today", that "there are very great fears among the popular circles about the acquisition by the influential of the funds of Iraq's explosive budget for the three budgets, although the Sudanese government wants to use these funds for strategic service projects, but the influential parties remain the ones in control of the fateful decisions." .
    He added, "Corruption and waste of public money is still continuing in the government of Muhammad Shia' al-Sudani, and this corruption is a result of the formation of the government according to sectarian and political quotas. The influential parties are still working to transform ministries and government institutions into economic offices affiliated with them, and this matter is present in all state institutions."
    And while the budget amounts to approximately 198 trillion dinars, there are many doors through which it is possible to acquire part of the funds, as investment allocations amount to 50 trillion dinars, while salaries, operating expenses, and debt repayment amount to more than 145 trillion dinars.
