    Today, Monday, Prime Minister Muhammad Shiaa Al-Sudani chaired the ninth session of the Supreme Authority for Coordination between the Governorates.
    During the session, according to a statement by Al-Sudani’s office, “the general conditions in all governorates were discussed, the monthly positions of the projects implemented in the governorates were reviewed, and the problems and obstacles facing speedy completion and proposals for addressing them were reviewed.”
    The session also witnessed “following up on the implementation of the Prime Minister’s directives regarding lagging projects, as well as reviewing the position of investment licenses and projects operating 24 hours a day, in addition to discussing the topics on the agenda and making decisions regarding them.”
    Al-Sudani appreciated "the efforts of the executive and service agencies of the ministries and governorates during the visitation ceremony commemorating the Arbaeen anniversary of Imam Hussein (peace be upon him)."
    During the session, the Prime Minister issued a number of directives, most notably:
    - Preparing educational supplies for universities, schools, and kindergartens, and developing teaching methods, as the new academic year approaches.
    - In preparation for the coming winter and the expectation of abundant rain in all governorates, preparing maintenance plans, maintaining sewage systems, and avoiding cases of flooding in some areas.
    - Taking into account the priority of infrastructure projects, such as water, sewage, health, and education projects, which are among the priorities of the government program, as it was noted when preparing the plan that some governorates included projects to rehabilitate uninhabited roads, and in this regard, His Excellency stressed that it is unreasonable for a governorate to turn to building A market project or commercial building in an area that suffers from the absence of basic services, infrastructure, and sewage networks.
    - The need to complete the evaluation of the heads of investment bodies in the governorates.
    - The governorates, in coordination with the competent security services and the Ministry of Health, monitor and audit the licenses granted to private hospitals, pharmacies, beauty centers and their workers.
    - The need to pay attention to the tourism sector in the governorates, develop infrastructure, and support the revitalization of tourism movement, by allocating space in the governorates’ budget for this purpose.”
    The statement added: “The session discussed the issue of drugs and the security measures taken against those accused of trafficking and promoting them, and with the aim of supporting these measures, the following was decided:
    1. The governorates of (Basra, Dhi Qar, Maysan, Al-Muthanna, Diwaniyah, Wasit, Babil, Al-Najaf Al-Ashraf, Holy Karbala, Diyala, Nineveh) provide support to the detention centers for accused persons in accordance with Article (32) of the Drug Law No. (50 of 2017). To complete the rehabilitation of the buildings received by the Ministry of Defense and provide them with equipment and devices.
    2. The governorates allocate plots of land to the General Directorate of Narcotics and Psychotropic Substances Affairs in Baghdad and the governorates at a rate of (20) dunams in Baghdad to the General Directorate, and (10) dunams to the Directorate of Narcotics Affairs in each governorate, including Baghdad, to establish a headquarters, a parking lot, and a clinic in each district. In coordination with the Ministry of Health.
    3. The Ministry of Health provides specialized medical personnel to rehabilitation centers to work on treating those accused of drug abuse.
    4. The governorates disburse the rewards allocated to the detachments controlling narcotic drugs in accordance with Article (44) of the Narcotics Law No. (50 of 2017).
    5. Allocating sums of money from the governorates’ budget to secure the requirements of the Narcotics and Psychotropic Substances Affairs Directorates in Baghdad and the governorates, including devices, equipment, police dog detachments (K9), and other needs represented by infrastructure, media campaigns, and support for confidential sources.
    6. Confirming the decision of the Supreme Commission for Inter-Governorate Coordination No. (18 of 2023) taken at the seventh session of the Commission.
    7. The Ministries of Interior, Planning and Health prepare unified designs for building detention centers for accused persons and send them to the governorates. For the purpose of including it within the governorate’s projects plan for the year 2023.”
    The statement continued: “With regard to the file of establishing new cities, it was decided to form a committee from the State Real Estate Department, the Lands Directorate in the Ministry of Agriculture, and the General Directorate of Municipalities in the Ministry of Construction, Housing and Municipalities, which will undertake:
    - Taking the necessary measures to facilitate the transfer of ownership of lands allocated to new cities.
    -Provide a list of financial and administrative requirements to accomplish this.
    It was also decided to “include cancer patients in the allocation of residential plots of land according to controls set by the Ministry of Construction, Housing and Municipalities, after their approval by the Prime Minister.”
