    Shafaq News/ Although Iraq is classified among the countries rich in enormous natural resources, especially oil, its poverty rate is at high levels compared to surrounding countries, and specialists point to government neglect over the past years, as well as rampant administrative and financial corruption and lack of planning. 
    Official government statistics show that poverty has reached about 21% of the population, while the number of poor people is estimated at about 11 million out of a population of 42 million in Iraq.
    Official data issued by the Ministry of Labor and Social Affairs indicate that nearly 7 million Iraqis receive monthly financial grants from the government, which it expects to increase to 9 million. It said they deserve assistance.
    A survey of the poverty rate in Iraq 
    The poverty rate in Iraq is 20.5 to 21 percent, according to a previous survey, according to the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, adding that “the Central Bureau of Statistics is currently implementing the economic and social household survey in Iraq.”
    Al-Hindawi explained to Shafaq News Agency, “This survey began in the middle of last July, and will continue for a year in two phases, the first ending next December, and the second beginning in January 2024, and ending next July.”
    He asserts, "This survey will provide new indicators about the current reality in terms of the poverty line, the proportions of the poor, and the poorest governorates and districts. These data will be inputs to the third strategy to combat poverty that the Ministry is preparing, and it has reached advanced stages."
    He adds, "This strategy takes into account the multiple dimensions of poverty, which are related to (health, housing, education, income, and food), through a set of policies and procedures that the relevant authorities are implementing."   
    According to the United Nations, “poverty is not only an economic issue, but rather a multidimensional phenomenon that includes the lack of income and basic capabilities to live in dignity.”
    The organization stated, “People living in poverty suffer from many interconnected forms of deprivation, including: hazardous working conditions, unsafe housing, lack of nutritious food, unequal access to justice, and limited access to health care.”
    The crisis is "big"
    In this context, the head of the Strategic Center for Human Rights in Iraq, Fadel Al-Gharawi, says, “Poverty is one of the major problems and challenges that Iraqis live with daily, and World Poverty Day is a reminder of this plight, especially with the presence of many vulnerable segments of women, widows, orphans, people with disabilities, and the elderly.” age, and a huge number of those below the poverty line.” 
    Al-Gharawi added to Shafaq News Agency, “The repercussions of the economic crisis represent a major crisis for these segments and a sustainable danger, at a time when these people do not receive amounts commensurate with the amount of the basic value of life aspects, and do not meet their livelihood, especially the requirements for housing, health, education, and other life matters.” ".
    He asserts, "The danger of poverty is great, which requires investing a huge amount of explosive budgets in Iraq to support these segments and the possibility of dealing with poverty in a significant way."
    The United Nations has reviewed some important figures related to the International Day for the Eradication of Poverty, including an estimated 7% of the world’s population (about 575 million people) who may find themselves trapped in extreme poverty by the year 2030.
    She added that in response to the cost of living crisis, 105 countries and territories announced nearly 350 social protection measures in the period from February 2022 to February 2023.
    While the United Nations Development Program highlighted some numbers regarding the global poverty crisis and steps to confront it, explaining: If current expectations continue, an estimated 7% of the world’s population will still live in extreme poverty by the end of this decade.
    An analysis by the United Nations Development Program concluded that 165 million people fell into poverty between 2020 and 2023, as debt servicing crowded out expenditures in vital areas such as social protection, health and education.
    “Governmental” negligence...and jobs are “disguised unemployment”
    For her part, a member of the Parliamentary Human Rights Committee, Nissan Al-Zayer, attributes the reasons for “the spread of poverty throughout Iraq to the failure of successive governments to develop solutions to this problem, by opening investment, activating the private sector, and building new institutions to accommodate employees.” 
    Speaking to Shafaq News Agency, Al-Zayer considered, “The jobs that the government creates are disguised unemployment to please the street and absorb its anger, and they drain the budget, which burdens the state.”
    She confirms, “The Human Rights Committee believes that the southern governorates of Muthanna, Diwaniyah, and Dhi Qar are the poorest,” indicating that “areas of work were available - with the presence of water - especially in the marshes and countryside areas, through agriculture, fishing, birds, and buffalo breeding.”
    She added: "But now, due to drought, these animals have died and agriculture has ceased, causing the residents of those areas to become impoverished and forced to emigrate and move to the city."
    She points out that “the most affected are the young people, given that the man in our society is the one who works to support his family, but women were also affected, especially those in the marshes, as they are financially independent from their husbands by raising buffalo and selling the dairy products they produce, such as milk and other things. They were also affected.” Also women who work in agriculture alongside their husbands.”
    At the conclusion of her speech, Al-Zayer asserts that “these problems have been diagnosed by the Parliamentary Human Rights Committee and remain in the hands of the government.”
    Government actions
    Returning to the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, he confirms that “the situation in Iraq has witnessed an improvement in many aspects during the current year 2023, which will reflect positively on the lives of the poor.”
    He explains, “One of the priorities of the government program was to focus on fragile and marginalized groups in society, and the poor in particular, through a set of policies, the first of which was regarding expanding the social protection network and including many families and individuals within this network.”
    He continued, saying, "The other thing is by improving and increasing the food supplies within the ration card, and this creates a state of stability after providing basic food supplies to families, and there is a special food basket for poor families."
    He confirms, "There are other government measures in the field of services, and in the field of resuming work on projects that were stalled and lagging. There are also new projects that will provide job opportunities and improve income, which will reflect positively on the reality of the lives of the poor throughout Iraq."
    The world commemorates the International Day for the Eradication of Poverty, on October 17 of each year, with the aim of promoting understanding and dialogue between those living in poverty and the rest of society.
    The United Nations celebrates the International Day for the Eradication of Poverty in 2023, under the slogan “Decent work and social protection - putting dignity into practice for all.”
    Live testimonies show that those living in extreme poverty often work long and exhausting hours in dangerous and disorganized conditions, but are unable to earn enough to adequately support themselves and their families.
