    Member of the Kurdistan Democratic Party, Saleh Omar, confirmed today, Tuesday (November 21, 2023), that the federal government must adhere to the agreement concluded with the Kurdistan Regional Government regarding the budget law and complete the sending of financial payments, indicating that 3 months’ salaries for the region’s employees have become unaccounted for.
    Omar said in an interview with “Baghdad Today” that “Baghdad is directly responsible for disbursing the salaries of employees in the region, similar to other Iraqi governorates.”
    He added, "If the financial payment is sent by the regional government, amounting to 700 billion dinars, there will be 3 months' salaries left that the region has not received to pay the remainder of the employees' salaries."
    Omar pointed out that "the federal government is required to disburse the remaining funds in one financial payment and place them in the account of the Kurdistan government so that the government can fulfill its obligation towards employees."
    Last Saturday (November 18, 2023), an informed source revealed that the Federal Ministry of Finance informed its counterpart in the Kurdistan region that it would send the last financial payment to the region.
    The source said in an interview with "Baghdad Today", "The federal government will send the last financial payment during the last week of this month according to the agreement concluded between Baghdad and Erbil."
    He added, "Baghdad will send an amount of 700 billion dinars allocated to pay employees' salaries, but it will be the last payment and the Kurdistan government has been informed of this, provided that a new agreement is reached between the two parties."
    He pointed out, "After sending this payment, Baghdad will not send any other amounts, which will lead to a new crisis in the region, as the Kurdistan government will stop paying salaries, if it does not agree with Baghdad."
    The Federal Council of Ministers had voted last September to send 2.1 trillion dinars to the Kurdistan region in the form of 3 batches, with 700 billion dinars for each batch as salaries for 3 months, where the first two batches were sent in late October and were distributed as salaries for the month of July, and the second batch. It was sent a few days ago and was distributed as salaries for the month of August. The final payment will be counted as salaries for the month of September, while the salaries for October, the second and December, that is, the last three months of the year, remain unknown.
