    Participated Committee of the Regions and governorates not organized province in the workshop which was held in the city of Irbil for the period 28-30- 9-2014, which was organized by the United States Agency for International Development. And threw MP Jassim Mohammed Jassim, a member of the Committee of the word in the workshop I am happy to Albi kind invitation received by the House of Representatives and in particular for the Committee of the Regions and governorates not organized in a region of thermoplastic project to strengthen governance (progress), and who knew about his continuing interest in promoting practices that aim to ensure the success of democracy and popular participation and official in building Iraq on the basis of sound away from the Exclusivity opinion. Today, take the project (progress) amendments basic transitions quality brought by the Law No. 19 of 2013 (second amendment to the Law on Governorates not organized in a region which was published facts Iraqi numbered [(4284) on 08.05.2013] for the by-step process in a constructive manner to translate this law and planning to enter into the application and turn it into a vocabulary and practical applications daily in the provinces, based on the understanding of the stakeholders of its functions and what is required of them, whether the principles of the constitution or articles of the law or as settled by the experiences of developed countries in the field of decentralized management, which embodies the cooperation and integration between federal and local authorities and provide the best services and to achieve the most important achievements, efficiency and speed manual effort, and make the most of the powers away from the routine and heavy lids that represent significant barriers in the way of progress.
    Experiments have proved the global health approach to administrative decentralization as one of the ways of management, which distributes administrative function between the national government and elected bodies called (local councils) and give rise to local governments the burden of the central government in the provision of services and development projects.

    This method believes in identifying local needs by the people of the region themselves they Alahrs a good selection and implementation, which ensures speed and accuracy in performance, whatever the face of criticism of this method, the lack of expertise and increasing administrative structures and the scattering and dispersion of power which give rise to a large number of administrative expenses and increase the Angels, and weak oversight and the emergence of cases of financial and administrative corruption, but this method has achieved widespread success in the departments of modern facilities for the state and can fade over time, what emerges from the problems in the application.

    - For this, we find that the Constitution of 2005 in Iraq has focused and it is obligatory on the management of the provinces, according to this principle (administrative decentralization) and Article (122 / II) than to grant provincial administrative powers and financial extensive so that they can manage their affairs in accordance with the principle of administrative decentralization and a law was passed provinces irregular in the province of No. 21 for the year 2008 modifications, laws No. 15 and 19 for the year 2010 and 2013 confirms that recent law and the separation of these broad powers.

    - The Committee of the Regions and governorates not organized in a region have subscribed to these provisions to be followed and supported the provinces so as to enhance its capabilities and its potential physical and moral and still urges the pace in order to work on a complete set of laws chock to the work of the provinces and that preserve the rights of their children and believe their equal participation in the issuance of federal legislation (Council Union) and their contribution to the management of the federal authorities, and the Federal service and secure access of financial allocations to the provinces and to make sure the standards of constitutional due process of law when the allocation and spending, as well as work on the devolution of some federal powers to local authorities.

    - And still continue with the local governments in order to cooperate with them in overcoming all the obstacles that hinder the process, and the meeting, which was called for by the President of the House of Representatives, which was attended by Heads of provincial councils Bbgda on 08.26.2014 and recommendations that have been agreed upon and work on the follow-up with the executive branch, and the presence of this workshop, but other evidence on the keenness of the House of Representatives to support local governments and departments to strengthen decentralization.

    - As our point of view on the topic of the workshop emphasize the need to see a practical application of the provisions of Law No. 19 of 2013 full translation to expand the powers of local and transport sub-districts of the ministries of service organizations to Angels provinces of their rights and obligations, duties and allocations and Mlakatha, as well as the expansion of financial powers to the provinces as stipulated by Article (44) of the law of the provinces, and the hope of the federal authorities to cooperate with local authorities in the implementation of the contents of this law is consistent with the Constitution, which called for the expansion of the financial authorities and administrative provinces as stated curriculum Ministerial by Mr. Prime Minister, when the current grant of confidence by the Board of House of Representatives during this month.
