The Municipality’s media director, Muhammad al-Rubaie, said, “The Baghdad Municipality grants building permits and plans to establish commercial and residential places in accordance with civil defense standards and traffic roads, and they must also be in accordance with the conditions of the Cabinet book, which recommended that the buildings that will be constructed in the coming period be environmentally friendly and have spacious areas.” It is spacious and contains green areas that are able to absorb thermal energy, in addition to the use of stainless steel glass, insulating materials, etc.
He added, "All building permits issued by the Baghdad Municipality through permit departments and municipal departments must obtain Civil Defense approval, which stresses the presence of fortified rooms, an escape ladder, and adequate safety means, in addition to obligating the owners of buildings with 10, 20, and 40 floors to allocate One or two floors as parking spaces,” stressing that “the next phase will not allow granting construction permits without tunnels or parking lots.”
He pointed out, "The Baghdad Municipality has not granted any construction permit without tunnels or parking since 7/23/2023," according to the official news agency.
He continued, "Those who obtained old building permits and built within incorrect standards, including the lack of parking or the absence of an escape ladder, are considered violators."
He pointed out, "The measures taken by the secretariat against violators are: reporting two or three warnings, and imposing high financial fines ranging from 25-50 million Iraqi dinars. Some violations are ruled by the judiciary to be removed, and they are very few, because the violations are many."
He pointed out that "one of the ways to address violations is that there must be alternatives, including renting nearby sites used as garages, or there is a proposal submitted to the Projects Department, which is to have flat sidewalks in alleys to address traffic congestion."
