    Many questions are raised from here and there about the nature of the Iraqi-Turkish negotiations regarding the development path that Turkey is pressing to complete through Iraq’s gateway to be a huge financial resource for it.

    Turkey and Iraq have made progress in discussions on another initiative called the “Development Road Project,” a railway and highway linking the large port of Al-Faw in the city of Basra to the southern Turkish border.
    Turkish President Recep Tayyip Erdogan believes that the development road project represents a priority for Turkey, and that there is an intention to complete negotiations on it within the next two months.
    The first phase of the project's construction is expected to be completed by 2028. Once its construction is completed, Al-Faw Grand Port will become among the largest ports in the Middle East, with an area of ​​54 square kilometers capable of accommodating larger cargo ships.

    According to the Middle East Eye article, the development road project could benefit from the presence of a railway line extending south of Mosul, which is currently being renovated.
    Turkish researcher Bilkay Doman acknowledges that there are major challenges facing the development path project, including political instability, complications related to state institutions, and the threats posed by armed groups in Iraq.
    He added, "Ankara's close relations with Iraqi Kurdistan can help ensure that these issues do not affect the development road project, according to Duman."
    Meanwhile, Erdogan is trying to place the project within a regional framework, instead of portraying it as just a bilateral initiative between Turkey and Iraq.
    The Turkish side knows well that Iraq has some cards that it is saving to present in the upcoming negotiations on the path to development, but it seems that the Turkish side does not want these papers to be the basis for the Iraqi-Turkish discussions.
    Chairman of the Parliamentary Agriculture, Water and Marshlands Committee, Faleh Al-Khazali, said that the Turkish ambassador to Baghdad, Ali Reza Konay, asked Iraq not to talk about the water file in the talks.
    For his part, a member of the Parliamentary Agriculture and Water Committee, Thaer Makhif, called for the necessity of discussing Iraq’s water share in the upcoming negotiations with the Turkish side.

    He told Al-Maalouma, “The rainfall of large amounts of rain during the winter does not mean securing the next summer season of water. Rather, the water file must be one of the priorities of the files that will be discussed during Erdogan’s visit to the country, to resolve Iraq’s share of the Tigris and Euphrates rivers and get rid of... recurring crisis.
    He added, "Iraq was exposed to a major crisis last summer, represented by drought and a drop in water levels to record levels, and everyone in the country does not hope for its return next season."
    He stressed, "The drought that occurred has made the water issue one of the most important issues that will be discussed with Ankara or during the upcoming visit of Turkish President Recep Tayyip Erdogan to Iraq."
    For his part, Director General of the Agricultural Lands Department in the Ministry, Ali Hamoud Al-Shammari, confirmed that the total arable areas in the country amount to 51 million dunums.
    He said in a press statement, “The water scarcity that the country has suffered over the past four years has disrupted the exploitation of 27 million dunams of it,” adding that “the area exploited under contracts amounts to 24 million dunums.”
    In the same context, political analyst Qasim Al-Tamimi stressed, on Wednesday, the need for Iraq not to put pressure on Turkey to ensure the security and water issues.
    Al-Tamimi told Al-Maalouma, “The issue of the development path could be a strong economic card against the Turkish side, especially in this period that is witnessing a decline in the value of the Turkish lira to record levels.”
    He added, "Turkey is in dire need of a development path to obtain large amounts of goods from exporting goods to Europe and Asia, and this matter can be achieved through Iraq and the nature of the negotiations that will take place in the coming days."

    He pointed out the importance of “Iraq providing strong negotiators to resolve important issues, to guarantee Iraq’s share of water and to agree on a security formula that prevents Turkey from attacking Iraqi lands.” End 25 n.
