The financial advisor to the Prime Minister, Mazhar Muhammad Saleh, identified a number of factors that would advance the agricultural sector and increase reclaimed lands, placing at the forefront of those factors the trend towards launching “agricultural licensing rounds” aimed at creating partnerships between major international and national companies for land reclamation, as well as Establishing public joint-stock companies to manage the cultivation of areas of basic crops.
The government advisor also stressed the need for the coming periods to witness the launch of what he called the “Agricultural Sovereignty Strategy for Iraq,” indicating that the requirements for working with that strategy came as a result of exploiting only 25% of agricultural land, as well as because the volume of food imports reached 80%.
The actual percentage of reclaimed lands, according to the Director General of the Agricultural Lands Department in the Ministry of Agriculture, Ali Al-Shammari, is approximately 51 million dunums, and the actual exploited amount of these areas is 23 million dunums, indicating that a large percentage of the deficit and exit from production came as a result of climate changes and encroachments on land. Farmland.
Drought represents the biggest obstacle to the agricultural sector in Iraq, which loses 400,000 dunums annually as a result, according to the United Nations. This has prompted various government agencies to develop broad plans and programs to confront climate change, especially providing modern sprinklers that use less water and can increase land yields. Saleh pointed out that “the strategy of agricultural sovereignty has become an important starting point for our country’s future in sustainable economic development and achieving both food and economic security,” explaining that the success of this strategy requires two basic things: the first is providing an effective institutional nucleus based on the establishment of public joint-stock agricultural companies that manage the cultivation of crop areas. The country's basic infrastructure with investments and production commensurate with the approved agricultural plans, indicating that the second thing that can achieve success for this strategy depends on launching licensing rounds and inviting major agricultural companies in the world to cooperate with national companies with the aim of reclaiming the land, establishing the targeted infrastructure, and introducing the latest agricultural technology that maximizes production and productivity. Provided that the national companies subject to agricultural sovereignty possess branches of associated agricultural industries, and that the workers in them are from the Iraqi forces that practice agriculture and agricultural manufacturing, and in accordance with the joint international technical cooperation that will be provided by agricultural licensing rounds.
