The corridors of Parliament and its Finance Committee are witnessing a new movement to amend the retirement law and return the legal age to 63 years instead of the current one, which was approved in 2019, while observers see no need for this step and rely on the private sector to absorb the demand. According to a number of committee members, the amendment contributed to the loss of many experiences and competencies in institutions, especially with appointments moving towards centralization.
Finance Committee member Jamal Cougar said, in an interview followed by Mawazine News, that “the issue concerns the government and the Finance Committee has nothing to do with it, as we hosted the head of the Retirement Authority to inquire about the amounts of the retirement fund,” adding that “the head of the Authority informed us that the authority’s burden was burdened after the reduction legal age, and supported the need to amend the law again,” indicating that “the Finance Committee supports the request of the head of the Retirement Authority, to benefit from pension contributions.”
Regarding the appointment of new employees with lower salaries than retired employees, Cougar explained that “only 20% of the retired employee’s salary will be deducted, which is not enough to hire a new employee.” He said: “I am not in favor of lowering the retirement age, but the votes calling for the reduction were very loud,” noting that “There are international standards that have almost agreed that the age of 63 is very appropriate for retirement.”
Cougar stressed the importance of “the state benefiting from the experienced employee it spent and trained for many years,” and criticized “sacrificing three career years for an employee who can continue his giving.”
He pointed out that "the Retirement Authority will be burdened, and that reducing the retirement age and the number of years of service will affect the Fund's resources due to the increase in the number of retirees," noting that "the new job opportunities created by lowering the retirement age have been quickly filled."
The movement to raise the retirement age aims to exploit new opportunities and young energies in government institutions, and to direct appointments more effectively, while observers and specialists believe that the need to lower the service age has become no longer urgent in light of requests to extend the service of experts and rare specialties in many institutions.
