"A Saudi and an Emirati"... Two giant electricity projects are maturing in Iraq

Shafaq News/ An official source in the Iraqi Ministry of Electricity revealed the developments of the Saudi “ACWA Power” project, and the latest developments in the negotiations between the two sides, in addition to another giant Emirati project.
The responsible source explained, in statements seen by Shafaq News, that the Ministry of Electricity held a video meeting with officials of the Saudi company (Wednesday, April 3, 2024), during which some technical points were discussed that are being worked on between the two sides.
The source denied that there were disagreements between ACWA Power and the Ministry of Electricity regarding the giant solar energy project scheduled to be established, and stated that what is currently being negotiated are technical matters that the two parties are scheduled to resolve soon.
The informed source in the Iraqi Ministry of Electricity said, “The time for signing the contract with the Saudi ACWA Power Company is still not announced yet, because it needs some time, due to many procedures that both parties must complete.”
Regarding the possibility of a partnership between the Saudi “ACWA Power” company and the Emirati “Masdar” company, the Iraqi official said, “There is no partnership between the two parties, but each of them works on separate projects, and each of them is far from the other.”
He explained that “ACWA Power” and “Masdar” will not participate in any of the projects, as each of them has a different project from the other, and there will be no merger between the two companies to implement one project, according to him.
But the Iraqi official explained that negotiations between the Iraqi Ministry of Electricity and the two companies are proceeding at the same time, and agreements may be signed with each company separately at close times, and procedures are proceeding with each separate company at the same time.
The spokesman for the Iraqi Ministry of Electricity, Ahmed Musa, had previously stated, on February 18, that Baghdad had reached a semi-final agreement with “ACWA Power” regarding the project to establish a solar energy station with a capacity of 1,000 megawatts, and to purchase electricity from it.
Musa indicated that the signing of the agreement between the two parties will soon take place in Baghdad, as the station will be established in Najaf, and the contract will be with “ACWA Power” only, whether it has partners or not, pointing out that the project is an investment, and its cost will be borne by the Saudi company, while the ministry will cover it. By purchasing electricity only, denying the existence of information about the cost of the project.
The Emirati “Masdar” project in Iraq
The official in the Iraqi Ministry of Electricity confirms in his statements that the Emirati company Masdar signed the implementation contract for the construction of 4 solar power plants in the country, but it did not sign the purchase contract, as there are a set of contracts that must be signed in order for the project to begin.
He pointed out that this project is the first that Masdar will implement in Iraq, and he is waiting for some procedures to begin the implementation steps on the ground. These procedures are outside the control of the ministry, as it is awaiting approvals from the Council of Ministers on many points, including the financial launch and others.
On June 24, 2022, the Emirati company Masdar signed a contract to implement 4 solar energy plants in Iraq, with a total capacity of 1,000 megawatts, as the contract was a legal advisory, according to a statement issued by the Iraqi Ministry of Electricity.
Under the contract, the Emirati company will build solar energy plants with a capacity of 1,000 megawatts in the first phase, in a number of governorates, including Maysan Governorate with a capacity of 100 megawatts, Dhi Qar with a capacity of 450 megawatts, Nineveh with a capacity of 100 megawatts, and Anbar with a capacity of 350 megawatts.
This contract came in the wake of a memorandum of understanding signed by the Ministry of Electricity in Iraq with the Emirati company, to implement a number of solar energy projects on its territory, with a combined capacity of about 2,000 megawatts.
