Sudanese hands over salaries to Kurdistan... and a preliminary agreement to pump the region’s oil
Baghdad/ Tamim Al-Hassan
Kurdistan received more than 400 billion dinars in salaries for the month of March, while Baghdad and Erbil agreed “in principle” to resume pumping oil from the region. In light of these developments, Muhammad Al-Sudani, who sponsored the agreement to release salaries and oil, got rid of the first pressing file that threatened to disrupt his upcoming visit to Washington.
Yesterday, the most important settlement between Baghdad and Erbil in terms of timing took place, while the government remains to “maintain the truce” during this week and prevent the factions from being involved in new attacks on American forces.
The Ministry of Finance of the Kurdistan Region announced yesterday that “an amount of 430 billion and 109 million dinars was deposited by the Ministry of Finance of the Iraqi government on the bank account of the Ministry of Finance and Economy in the Kurdistan Region in the Erbil branch of the Central Bank of Iraq.”
The ministry added in the statement of funds that the amount is: “Part of the monthly salary of employees in the Kurdistan region.”
On Saturday, the Federal Ministry of Finance announced the launch of funding for the salaries of Kurdistan Region employees for the month of March.
A statement from the ministry stated that it had informed the Federal Court and the Federal Financial Supervision Bureau of the release of funding for the salaries of beneficiaries in the Kurdistan region for the month of March, “because the mechanism for completing the localization of their salaries requires an additional period of time.”
The ministry continued, “We reiterate that the Kurdistan Regional Government bears legal responsibility for the validity and accuracy of the information and data submitted to the regulatory and legal authorities and bodies.”
The Federal Court previously recommended the Federal Ministry of Finance to complete the distribution of salaries to Kurdistan Region employees, until the completion of the establishment of bank accounts for them and the localization of salaries.
The latest developments came after a meeting between Nechirvan Barzani, President of the Region, with the leaders of the Coordination Framework and the State Administration Coalition.
The office of Prime Minister Muhammad al-Sudani stated yesterday that the latter hosted last night, Saturday, “a meeting of leaders of the coordination framework in the presence of the President of the Iraqi Kurdistan region, Nechirvan Barzani.”
He added that the meeting discussed “the implementation of the government program, and “strengthening joint work between the federal government and the region.”
During the meeting, Al-Sudani stressed “the government’s seriousness in working to consolidate a constructive and fruitful partnership” and “consolidating the achieved security and stability.”
In return, Barzani thanked the Prime Minister of the Federal Government for his “efforts to solve the outstanding problems between the region and the center,” according to a joint conference with Al-Sudani.
Barzani added at the conference: “We discussed the oil issue, and so far there are several problems, but in principle we have reached good agreements and we hope to reach a solution to the oil issue as soon as possible.”
Barzani, who arrived in Baghdad on Saturday, said, “We hope to reach a comprehensive agreement that resolves all outstanding problems, under the auspices of the Prime Minister.”
Absent from the meeting of the President of the Kurdistan Region with the Shiite Alliance were Nouri al-Maliki (leader of the State of Law), Ammar al-Hakim (leader of Wisdom), Haider al-Abadi, the former Prime Minister, and Qais al-Khazali, the leader of Asaib, according to photos published by Al-Sudani’s office.
On the way to the White House
Barzani’s meeting with the “Frame” was preceded by the latter’s attendance at the State Administration Coalition, which includes all the major forces in Parliament, and a discussion took place about Al-Sudani’s upcoming visit to Washington, according to a statement issued after the end of the meeting.
The Prime Minister faces two internal files that pressure his meeting with US President Joe Biden a few days later at the White House, related to the relationship with Kurdistan and the faction file.
A few days ago, the American ambassador to Baghdad, Elena Romanowski, conducted a tour of visits in Baghdad and Kurdistan, during which she met with leaders from both sides, to reach solutions to the crisis between the region and the center.
Masoud Barzani, leader of the Kurdistan Democratic Party, strongly criticized the decisions of the Federal Court, after his party boycotted the parliamentary elections there, which are supposed to take place next June. Republicans also stipulated that the US President, before the visit took place (the Sudanese visit to the White House), “limit Iranian influence in Iraq and mobilize support for partners in Kurdistan.” In a letter to Biden, 8 Republican representatives stressed “demanding the Iraqi Prime Minister to reopen the pipeline between Iraq and Turkey so that the Kurdistan region can export oil.” Al-Sudani described the visit of the President of the Kurdistan Region to Baghdad as “important,” noting that the dialogues emphasized important and basic principles that are “part of the political agreement.”
On the other hand, Barzani said in the press conference that he hopes that “the Sudanese’s travel to America will bring good gains that will benefit all of Iraq.”
Al-Sudani stressed in a statement that “one of the issues that concerns our people in the Kurdistan region is the payment of salaries to civilian and security employees, the families of martyrs, and social care.” In addition, the Sudanese-Barzani agreement, the team called the “Falcons of the Frame,” angered the likes of MPs Mustafa Sanad and Youssef Al-Kalabi. Member of the Parliamentary Finance Committee, Mustafa Sanad, considered that the recent agreement regarding Kurdistan salaries is “a token of Sudanese’s visit to Washington.”
On the other hand, Youssef Al-Kalabi considered the agreement to be a continuation of withdrawing funds against the decisions of the Federal Court.
