Shafaq News/ On Sunday, Prime Minister Muhammad Shiaa Al-Sudani described the water situation in Iraq as “not in the best condition” due to the decline in the levels of the Tigris and Euphrates rivers and the worsening of desertification due to climate change, reiterating his call on the riparian countries to cooperate and coordinate jointly to secure a fair water share for the country. .
This came in a speech by Al-Sudani delivered on his behalf by Deputy Prime Minister and Minister of Planning Muhammad Tamim at the Baghdad International Conference and attended by a Shafaq News Agency correspondent.
Tamim said in his speech, “The challenges facing our countries in the field of water resources are difficult and complex, and are becoming more complex day after day, in light of the high rates of water need resulting from the growing population, which has put pressure on water resources. Especially those related to the food security issue, and what results from climate changes, which have begun to cast a shadow on the scene on our planet.”
He added, "We need rational management of water, in accordance with the principles of international law, and such management requires maintaining the momentum of communication and joint coordination between our countries, to reach the best management methods that are commensurate with the importance and seriousness of the water issue."
Tamim also pointed out that the Iraqi government is making exceptional efforts to find appropriate solutions to water problems, address the problems surrounding our water resources, in the Tigris and Euphrates rivers, and other sources, and joint coordination with upstream countries, in order to agree to fully guarantee our water rights.
He stressed that the Ministry of Water Resources and its supporting bodies are leading good efforts in the water file, with the aim of developing and codifying water resources in a sustainable manner, in order to achieve water sufficiency in the mainly agricultural sector, the industrial sector, and individual consumption of fresh water.
He noted that there was a clear decline in the volume of revenues across the Tigris-Euphrates verticals, and this matter caused the expansion of desertification and the disappearance of many villages as a result of migration, stressing that Iraq faced
A problem represented by a decrease in the amount of rain falling, as a result of climate change, and this situation greatly affected the permaculture that depends on rain.
He went on to say that holding the Fourth Water Conference in Baghdad represents a great opportunity to study the specific circumstances and challenges that face us all and threaten our water security, directly or indirectly.
At the internal level, the Minister of Planning stressed that we need water policies with clear paths, through which we work to regulate water use and reduce waste.
Tamim pointed out that the reality of the water situation requires focusing on using modern agricultural methods to rationalize water use, developing mechanisms and taking more measures to spread awareness among citizens and develop effective policies to adapt to climate change and mitigate their effects on the environment and society.
He continued by saying: We need more than ever to agree on developing joint water policies, especially between riparian countries that share water resources.
At the end of his speech, Tamim urged the upstream countries to take into account the needs of the downstream countries and calculate their need for water, in accordance with the international regulations, laws and systems that regulate this matter.
For his part, Secretary-General of the Arab League, Ahmed Aboul Gheit, said in a speech during the conference that the water situation in Iraq is still witnessing increasing pressure due to various factors, including the decline in Iraq’s share, the continuation of drought, as well as population growth, and the increasing effects of climate change.
He stressed that the water issue in our countries is not only a technical and developmental issue, but rather an existential issue linked to Arab national security and challenges in the future, and requires cooperation in all sectors and continuous coordination at the regional level.
Aboul Gheit pointed out that the neighboring Arab countries, Turkey and Iran with regard to Iraq and Syria, and Ethiopia with regard to Egypt, are required to follow an approach to dealing with the water issue, stressing that water security is inseparable from food security.
