He said Iraqi Foreign Minister Hoshyar Zebari said his country has become entirely on the cusp of exit from Chapter VII after he agreed with the Kuwaiti side to solve the rest of the international resolutions bilaterally between the two countries within the framework of Chapter VI of the Charter of the United Nations, not the seventh.
Zebari said at a press conference in Baghdad that the topics that were stuck between the two countries five files are summarized on humanitarian prisoners and missing Kuwaiti property and Kuwaiti archives and maintenance of border markers and compensation.
He explained that his country assured the Kuwaiti side through a series of talks long he «has no interest hiding prisoners or the remains of Kuwaitis as he has no interest to retain property and Kuwaiti archives» he said, adding that Baghdad «returned to Kuwait each of its archives and property is continuing in this work until a few weeks ago as well as it is cooperating in the search for missing Kuwaitis.
He pointed out that the parties had agreed to take over the UN office in Iraq (UNAMI), follow these three files instead of the renewal of the Special Coordinator of the United Nations pledging to support any specialized Kuwaiti team to work in this context from inside Iraq.
He said «that Kuwait agreed to the transfer of these three files from the seventh item to item VI under the supervision of (UNAMI), or that the formula is put internationalist alternative (UNAMI) if it ended its mandate in Iraq.
Border and compensation
The fourth file relating to the maintenance of border markers in accordance with Resolution No. 833, referring Zebari «The two countries signed two memoranda of understanding in this area first is related to the organization of the maintenance of border markers under the supervision of a joint committee of the two countries as related to the second funded project residential compound in Umm Qasr for Iraqi families affected by the demarcation ».
It also pointed out that the two countries were able, during the negotiations and described of the agreement to form a joint committee between the two for the management of navigation in the Khawr Abdullah.
He ended by saying that Iraq and Kuwait managed to drop the resolution 833 of Chapter VII to Section VI and their common understandings.
The latest about the file on the compensation payable to the Kuwaiti side confirmed Iraqi Foreign Minister it is approved in accordance with resolution 678 and were worth a total of about $ 52 billion Iraq has paid so far about $ 41 billion, leaving only 11 billion.
