The Prime Minister, Commander-in-Chief of the Armed Forces, Haider Al-Abadi, issued an official and confidential letter on a number of administrative controls and procedures related to the transfer, placement and re-enrollment of the security ministries.
According to the book, the return of fugitives, deportees and those expelled from military service in the Ministry of the Interior and the Ministry of Defense has been prevented and no return is allowed for any reason whatsoever.
The transfer of federal police, border police, energy police, explosives control, emergency brigades and rapid response was also banned and stopped for any reason.
The book prohibits the return of retired officers for any reason, as well as preventing and stopping the transfer from civil to military ministries.
The transfer of the military to the civil service, the suspension of the placement to the Popular Propaganda Authority, and the prevention of transportation to the intelligence and inspectorate from the rest of the ministry's formations were also prevented and stopped immediately.
