    US Secretary of State Rex Tillerson confirmed that President Trump had moved in September to stop a Saudi military attack on Qatar aimed at changing the ruling, asserting that Trump commissioned Tillerson to inform Saudi leaders that the United States would not tolerate any attempt to impose regime change in Qatar.
    According to informed sources quoted by Bloomberg, Tillerson is concerned that Saudi Arabia may want to work more freely on the issue of Qatar, bypassing the economic blockade for military action.
    One of the underlying risks is that such a move could have an unspecified number of serious and unpredictable consequences, including inflaming tensions with Turkey and Russia, military responses from Iran, or a missile attack on Israel by Iranian-backed Hezbollah.
    According to insiders, the Saudis may not have surrendered. One of them said Trump commissioned Tilerson to inform Saudi leaders that the United States would not tolerate any attempt to impose regime change in Qatar, even if Kouchner had told them otherwise.
    Rex Tillerson also expressed growing concern over what he sees as secret talks between Jared Kouchner and the Saudi leadership, fearing that the talks could backfire and push the region into chaos, three people familiar with Tilerson's concerns told Bloomberg.
    The main goal of the Kouchner talks is to reach a historic agreement they call the "Century Deal" - which includes the creation of a Palestinian state or Palestinian-backed Palestinian land from a number of countries including Saudi Arabia, which could inject tens of billions of dollars to make it work.
     According to Bloomberg sources, Tillerson believes that Kouchner did not do enough to brief the Foreign Secretary on the details of his talks, and that he is hiding from senior US diplomats the full range of sensitive negotiations.
    According to the Bloomberg agency, Tilerson and other top foreign officials are also concerned that Saudi leaders, who have kept former President Barack Obama at a certain distance with them, will view their relations with Kouchner as a way to regain influence in the White House and support the United States for potentially controversial steps .
