    [ltr]WASHINGTON (Reuters) - US lawmakers unveiled plans to use a decades-old law to pass a vote in the Senate to pull the country out of civil war in Yemen.[/ltr]
    [ltr]Republican Senators Mike Lee and Sen. Bernie Sanders and Democrat Chris Murphy said they would make their first attempt to use a clause in the 1973 War Powers Act that would allow any member of the council to make a decision on withdrawing US armed forces from a conflict that did not get Congressional approval.[/ltr]
    [ltr]This move by the three lawmakers is the latest action in a continuing battle between Congress and the White House over the control of military conflict affairs.[/ltr]
    [ltr]"We believe this conflict (in Yemen) is unconstitutional and unauthorized, because Congress has not declared war or authorized the use of military force," Sanders told a news conference.[/ltr]
    [ltr]Legislators have argued for years that Congress has given too much power to the White House.[/ltr]
    [ltr]Under the Constitution, Congress, not the President, has the authority to declare war. But divisions over the extent of control over the Pentagon have impeded efforts to issue new mandates for the war.[/ltr]
    [ltr]Democratic and Republican leaders said a 2001 mandate in the fight against al Qaeda and its affiliates justified the war in Afghanistan and the battle against a pro-Syrian organization.[/ltr]
    [ltr]But Senate aides said the mandate did not apply to Yemen.[/ltr]
    [ltr]It was not clear how the resolution would go ahead without backing the Republican leadership.Spokespersons for majority leader Mitch McConnell did not respond to a request for comment.[/ltr]
    [ltr]A US-backed coalition led by the United States has been fighting the Houthis, allied to Iran in Yemen since 2015, in an effort to bring President Abd Rabbo Mansour Hadi back to power.[/ltr]
    [ltr]Large civilian casualties in the war have long been a source of tension with the US Congress and have raised threats to disrupt aid to the alliance.[/ltr]
    [ltr]US forces support the coalition by refueling its aircraft and providing some support for intelligence.[/ltr]
    [ltr]US officials declined to disclose the number of US troops deployed on the ground in Yemen and attributed this to security reasons.[/ltr]
    [ltr]The war claimed the lives of more than 10,000 people and displaced more than two million and pushed Yemen to the brink of famine.[/ltr]
