Abadi decided in August 2015, based on article 78 of the constitution and the mandate of the House of Representatives, to abolish ministerial posts for four ministries and merge four others in a package of reforms demanded by the demonstrators at the time, but today there is talk in secret chambers about forming the next government after the elections By adding ministries to it or returning from merged or canceled.
More than 7,000 candidates are waiting for the fourth round of parliamentary elections to win 329 seats in parliament to represent the Iraqi people and form a new government that could be re-integrated and canceled by political sources.
The sources told the «Journal» that "according to the blocks and entities of the 88 will be represented by the new deputies and who will win a second parliamentary term, there are three demands to return the ministries canceled or others merged from the current government."
She added that "there are secret talks intensive between the political blocs to bring back the integrated and canceled ministries in order to divide them on the parties that will announce their support to those who achieve it, what is wanted to form a new government."
The former MP and the current candidate, Judge Wael Abdul Latif, said the next prime minister could prepare a list of ministries he needs to run the administration of Dafkhalk for four years to come, "revealing the existence of meetings and discussions to choose the next prime minister without agreement on a specific person.
"There is no law that prevents the increase or decrease in the number of ministries in the Iraqi government, and it is possible to return the ministries that have been canceled or merged," Abdullatif told the Journal.
He criticized the former parliament to keep the Ministry of Finance without a minister, despite the passage of more than a year and a half on the dismissal of Minister Hoshyar Zebari on corruption charges.
For her part, social researcher Nadia Jaafar demanded that the next government include a ministry and a ministerial portfolio for women to give them the rights that the parliamentary women's committee could not achieve.
"The Iraqi woman has suffered from killing, displacement and displacement and has not been given her rights. If there is a ministry that cares about her affairs, she can put forward a proposal or demand certain demands in the cabinet to vote and return a small part of her rights," Jafar told the Journal.
For his part, a member of the Basra Provincial Council Ahmed al-Sulaiti said that "talk about the re-ministries of the authority of the next government is concerned with this matter, and the cancellation came from the slack then, and the return at the present time is not justified, but the opposite demanded to reduce the existing ministries."
He added that "the government of Basra hopes that the transfer of powers to it from the ministries as stipulated by the Constitution."
It is noteworthy that the Prime Minister decided in August 2015 to abolish the positions of Deputy Prime Minister and ministerial positions of the Ministry of Human Rights and the Ministry of State for Women's Affairs and the Ministry of State for Provincial Affairs and Affairs of the House of Representatives and the Ministry of State, and the integration of the Ministry of Science and Technology Ministry of Higher Education and Scientific Research and the integration of the Ministry of Environment, Ministry of Municipalities in the Ministry of Construction and Housing and the integration of the Ministry of Tourism and Antiquities at the Ministry of Culture.
