    The Cabinet held its regular session on Tuesday under the chairmanship of Prime Minister Adel Abdul-Mahdi, where the Council congratulated the Olympic team qualify for the Asian finals.

    The Council of Ministers decided during its meeting to reduce the salaries of health financing, and approve the following:

    [*]Reduction of wages collected from citizens when reviewing health institutions.

    [/list]


    (Primary health care centers, secondary and tertiary hospitals, and stagnation), according to the Ministry of Health's book No. 532 dated 2019/2/12.

    2. To maintain free preventive health services (maternity and childhood care, school health, thalassemia, cancer tumors, people with special needs, social care network, etc.).

    [*]Retain wages that do not have direct contact with the patient.

    (Wages of Arabs and non-residents, health control and others) remain in their current status, based on the provisions of Article (19 / First) of the Federal Budget Law of the Republic of Iraq for the fiscal year / 2019.

    4. To require the Ministry of Finance to finance the operational budget of the Ministry of Health for the year 2019, in full (without compensation and medicines) for the sustainability of the work of all health institutions and to provide the best health services.

    The Council voted on the Armed Forces Hospital project in Baghdad with a capacity of 400 beds.

    Concerning the loans of the municipal directorates, it was agreed to amend the decision issued in accordance with the letter No. M / R / 1994/93/5 dated 1993/2/1 on the subject of excess liquidity in the municipalities as follows:

    [*]Financing shall be in the form of interest-free loans for amounts not exceeding a total of JD (50,000,000), only fifty million dinars. Moreover, interest shall be imposed at a rate of (3%) exempted for a period of one year. Municipalities that suffer from a shortage of cash to intensify their activities and efforts to achieve resources through which to repay the loan, and loans between the municipal institutions within the province.

    [*]The amounts granted in loans shall not exceed (25%) of the total cash surplus in the Municipality and the loan shall be from surplus cash liquidity in order to preserve the municipal rights and resources.

    [*]Prioritize the use of loans from the cash surplus according to the following priorities:

    a. Cover salaries and wages of workers in municipal administrations.

    B. Cleaning and landfill.

    C. Tiling Projects.

    Dr.. Establish investment projects to find sources of revenue.

    [*]The Directorate of the Municipality of the province shall undertake the follow-up of the loans and the interest thereon and repay them by the due dates.

    The Council decided to amend the decision of the Council of Ministers regarding the appointment of wages and contracts.

    The session witnessed the vote on the draft law of the Nursing Syndicate.

    The Council voted to open an honorary consulate for the Federal Republic of Germany in the province of Basra.

    The Council of Ministers approved the draft law on the accession of the Republic of Iraq to a protocol on preparedness, response and cooperation in the field of pollution of dangerous and harmful substances for the year 2000.

    The draft law on the accession of the Republic of Iraq to the Basic Law of the Hague Conference on Private International Law was voted on.

    The Cabinet approved the recommendations of the consultative meeting on ways to encourage tourism in Iraq.

    The Iranian citizens were exempted from the attributes fee requirement reciprocity.

    The Council of Ministers also decided during its meeting to disrupt the official time on the occasion of the anniversary of the death of Imam Musa visit Kadhim.
