Baghdad / Obelisk Al-Hadath: A paragraph in the draft financial budget for the year 2023 indicates that the number of Parliament employees is 2216, while the phenomenon of many employees without productivity is a dangerous phenomenon in Iraq.
Political analyst Ali Mared Al-Asadi said that the financial budget of the House of Representatives included the following allocations
    21,930,700,000 billion dinars (service requirements)!
    8,730,200,000 billion dinars (commodity requirements)!
    11,530,500,000 billion dinars (asset maintenance)!
2,075,000,000 billion dinars (grants and subsidies...)!
1,117,136,000 billion dinars (contributions and aid)!
    35,107,000,000 billion dinars (investment)!
He explained that after contemplating these huge numbers, and their assumed disbursement resources, we finally stand at the compensation of employees (salaries, allowances, and privileges), as it was allocated for them, amounting to 338,382,031,000 billion dinars.
He pointed out that by dividing the compensation of employees only by their total number, we conclude that the share of each employee in the House of Representatives from the operating budget will be approximately: 152,700,000 million Iraqi dinars per year and 12,725,000 million Iraqi dinars per month.
And he continued, since the average salary of Iraqi parliament employees ranges between one and a half million to three million dinars per month.
The question is: Where does the rest of these huge sums go?!.
There is a great debate about the masked lining in the joints of the Iraqi state, where salaries are without production.
And the employee, Hussein Basem Al-Dhahi, wrote that the streamlining of the organizational structures of the ministries, departments, institutions and the three presidencies contributes to reducing the degrees and operating expenses.
And the activist, Yasser Ghanem Ishaq, stated that the real problem of the Iraqi economy is the very high number of state employees and is not commensurate with the number of the population, and they do not have any useful outputs for the country, except for some sectors such as security, defense and the judiciary.
Activist Makram Malik considered that the problem is the disparity in salaries, meaning judges, university professors and managers in the oil and electricity sectors. There is a big difference. Only six times as much. The highest salary is 6 million and the lowest salary is 600 thousand, for example.
Engineer Ibrahim Al-Mohsen commented on social benefits, fuel, cars, maintenance, furniture, stationery, food, dispatches, house rents and private planes for employees of the three presidencies, especially Parliament.

The phenomenon of large number of employees without productivity is due to the lack of effective organization and management of human resources, or there may be a mismatch between the skills and experiences necessary for work and the existing employees, or there may be an incorrect selection of employees during the recruitment process.
