    The draft federal civil service law, which in turn amends the salary scale of employees, sparked a state of widespread controversy, in light of the large differences between the financial allocations of the various ministries, and the importance of setting a minimum salary.
    However, the new law met wide differences between the political forces that formed the backbone of the government and parliament, which led to the withdrawal of the law and possibly its postponement to the next fiscal year 2024.
    In this regard, the leader of the State of Law coalition, Saad al-Muttalbi, ruled out the difficulty of approving a new salary scale for all state employees, especially after the budget was approved.
    Al-Muttalbi said in an interview with Al-Maalouma, that "the government at the present time cannot approve a new salary scale for all state employees, especially after the tripartite budget has been approved," noting that "it is possible to prepare for it and present it in the discussions of the 2024 budget.”

    He added, "Re-claiming the approval of a new salary scale for state employees is no longer feasible, especially after the tripartite federal budget has been approved."
    Al-Muttalbi indicated, "The government can, in one case, reconsider the fairness of salaries between ministries temporarily until peace is established, provided that there is no financial side outside the budget."
    He pointed out that "the government can prepare and prepare the salary scale for the purpose of presenting it in the upcoming 2024 budget discussions." 
    In turn, a member of the Parliamentary Finance Committee, Representative Mudar Al-Karawi, ruled out re-raising the issue of the salary scale in the near future, after raising it greatly before approving the 2023 budget.
    Al-Karawi said, in an interview with Al-Maalouma, that "the salary scale is still in the corridors of the government, and there is a central committee that is concerned with preparing its exact items and details," pointing out that "raising The issue in the short term is unlikely because it needs several important points, the most prominent of which is drawing a road map that contributes to In achieving the principle of justice and fairness for millions of employees who have been suffering for many years from a large Disparity in salaries and financial dues between a ministry and an institution.

    He added, "The Finance Committee supports approving a salary scale for all employees of the Iraqi state, so that competence, experience, and years of service are the main criterion for determining salaries and nothing else," stressing that "the decision to set a date for putting the file forward is directly linked to the government.”
    A member of the Finance Committee indicated that "the salary scale will address major errors that emerged after 2003 in terms of salaries, and will ensure that the transfer file between ministries is limited due to the disparity in financial benefits."
    The salary scale was presented before the start of the discussion of the 2023 budget, but it soon remained in the government's list for several reasons, most notably that it needs financial abundance and a road map for its practical implementation. Ended / 25 A.D
