The former US Assistant Secretary of Energy, who currently holds the position of Vice President of HKN Energy Company, expressed his hope that the export of oil from the Kurdistan Region will resume in the coming weeks, and revealed that the US government is part of the ongoing talks between Erbil and Baghdad to find a solution to the problem of resuming oil exports.
When participating in the (Hadath Al-Youm) program: Vice President of HKN Energy, Matthew Zeiss, said: “There is nothing new until today regarding the resumption of the export of Kurdistan Region oil, and as far as we know, some progress has been achieved in the talks between the governments of Iraq and the Kurdistan Region, which has made us feel comfortable.” .
Matthew Zais believed that it was necessary to find a solution to export Kurdistan Region's oil, expressing his hope that the export of Kurdistan Region's oil would resume within weeks.
These statements by Zeiss come as the Iraqi Minister of Reconstruction and Housing, Benkin Rekani, said on Sunday night (November 12, 2023): “If there is a will, nothing is impossible to solve, and the issue has to do with oil-producing companies in the Kurdistan Region.”
Bankin Rekani added that these companies have partnership contracts and that the costs of producing one barrel of oil from oil fields in Iraq vary from one place to another. The costs in the southern fields are always low, while there are other fields where production costs are high, such as the Qayyarah field, which may have a production cost of One barrel costs $30, and the Kurdistan Region's fields also have high production costs.
Regarding companies’ expenses, the Vice President of HKN Energy said: “Companies welcome any new initiatives between Baghdad and Erbil, and we expect the Iraqi government to pay oil companies for their expenses.”
According to Matthew Zeiss, America is closely informed about the oil problems in Iraq, “and America is participating in the talks between Erbil and Baghdad to solve the problems.”
On Sunday (November 12, 2023), the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, met with the Iraqi Deputy Prime Minister and Minister of Oil in the Federal Government, Hayan Abdul-Ghani, and an accompanying delegation that included officials of the Iraqi Ministry of Oil and the General Director of SOMO.
The Kurdistan Regional Government issued a statement about the meeting in which it said that it witnessed an exchange of views on procedures and steps to resume the export of Kurdistan Region oil.
The export of Kurdistan Region oil stopped on (March 25, 2023) based on the decision of an international arbitration court based in Paris regarding a complaint filed by Iraq against Turkey, and despite a series of meetings at high levels between officials of the Kurdistan Regional Government, Iraq, and Turkey, export has not resumed yet.
