The independent representative in the Iraqi Parliament, Adnan Al-Jabri, revealed on Saturday details related to the mechanism for electing a new Speaker of the House of Representatives, noting that the names presented through the media are “for media consumption only” because the nomination window has not yet opened.
During his speech, Al-Jabri quoted the First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, as saying, “There was no official notification received from the Federal Court regarding the Speaker of the House, Muhammad Al-Halbousi, and therefore work is based on the absence of the president, not the vacancy of the position.”
Al-Mandalawi added, in the words of the independent representative: “If the decision comes from the Federal Court, we will turn the position of president vacant in accordance with Article 12-3 of the bylaws of the House of Representatives, and therefore the House must elect a new president.”
Representative Al-Jabri returned to clarify that “the Federal Court’s decision to terminate the membership of Council Speaker Muhammad Al-Halbousi may reach the House of Representatives within the next two days, and then the door for nominations for the position of president will open.”
He pointed out that “after the letter from the Federal Court reaches the House of Representatives, according to the law, the House cannot hold any session, even if it is an emergency, and its session will only be to open the door for nominations and elect a new president of the House.”
Al-Jabri pointed out that “the session to elect the president will be held by the First Deputy Speaker of the House of Representatives, and will only be for electing the Speaker of the House, and the names mentioned through the media are for (media consumption only) and nominations have not been officially opened.”
On Tuesday, November 14, the Federal Supreme Court decided to terminate the membership of the Speaker of the House of Representatives, Muhammad al-Halbousi, based on a “forgery” lawsuit filed by Representative Laith al-Dulaimi.
Following the issuance of the court’s decision, Al-Halbousi said in his speech during the House of Representatives session, “There are those who seek to fragment the political components of society.”
The head of the Federal Supreme Court, the highest judicial authority in Iraq, Jassem Muhammad Abboud, confirmed the day before yesterday, Thursday, that the decision to terminate the membership of the Speaker of the House of Representatives, Muhammad al-Halbousi, is binding on all authorities and is not subject to legal challenge.
