    [size=45]Yesterday, Wednesday, the Ministry of Oil called on citizens to urgently issue electronic payment cards for use in filling vehicle fuel, stressing that cash dealing will stop completely at the beginning of next year.[/size]
    [size=45]The official of the Media Division at the Petroleum Products Distribution Company, Rafid Sadiq, said in an interview with Al Mada: “The electronic payment service and POS devices have entered government fuel filling stations since last April in line with the Prime Minister’s directives to automate government sectors.”[/size]
    [size=45]He added, "The Petroleum Products Distribution Company will completely stop cash dealing at all government and private fuel filling stations in the capital, Baghdad, and all governorates."[/size]
    [size=45]Sadiq called on citizens to issue electronic payment cards, stressing “not dealing in cash completely at the beginning of next month.”[/size]
    [size=45]He continued, “Electronic payment at gas stations guarantees the citizen’s rights and will eliminate what is called (the Bozrji tip).”[/size]
    [size=45]Earlier yesterday, the Board of Directors of the Central Bank of Iraq decided, yesterday, Wednesday, to establish the “National Company for Electronic Payment Systems in Iraq,” indicating that the company represents a qualitative development in the structure of the country’s financial infrastructure.[/size]
    [size=45]In addition, electronic payment companies take advantage of any government directive issued regarding the automation of transactions in state institutions, because they dominate most Iraqi banks through their monopoly on electronic transactions as an intermediary between the citizen and these banks through these institutions.[/size]
    [size=45]During previous statements by the Ministry of Finance, which confirmed that government and private banks and electronic payment companies will begin, starting next week, implementing the electronic payment process at fuel filling stations and using money collection via POS devices, and that this phenomenon will be dealt with electronically and citizens can pay amounts to filling stations. Fuel through electronic cards, and that a citizen who does not have a MasterCard can issue it from government or private banks. Many citizens fear a repetition of the dominance of the QiCard company in this aspect because they are the first and last victim in the face of the power of these companies.[/size]

    [size=45]Citizen Ahmed Al-Moussawi explains to Al-Mada that “the Qi Card company does not adhere to the deduction rates, in addition to the fact that the citizen and the employee have no choice regarding his cash transactions, because this company has taken over all of these transactions.” Pointing out, “In a simple calculation, this company deducts 10,000 dinars to issue the card, and this deduction is made before starting any banking transaction, and it is outside the context, so why is this company not monitored and strict laws put in place to limit these thefts that the citizen pays without supervision or account?”[/size]

    [size=45]Observers have shown that government and private banks are working to strengthen the monopoly of this company, as some of them provide advances and loans through electronic portals that deduct a percentage of the funds of “electronically poor” citizens in exchange for their cash transactions, in addition to many initiatives by these banks that are subject to electronic receipt and through these Cards, in addition to its acquisition of more than 6 million government bank customers who hold QiCard and MasterCard.[/size]
    [size=45]Informed sources confirmed that bank administrations, instead of asking this company for a database of its employees and citizens, have granted this company new privileges by issuing immediate loans and advances.[/size]

    [size=45]As for Prime Minister Muhammad Shiaa Al-Sudani, he recently called for a review of the contracts concluded with electronic payment companies. Instead, these banks worked to strengthen the dominance of the Qi Card company, by granting it loans in the billions without a clear basis, according to the sources’ confirmations.[/size]
    [size=45]Observers confirmed that these companies control government banks in a monopolistic manner, and refuse to hand over the database.[/size]
    [size=45]While citizens feared being exploited by the Qi Card and MasterCard companies, despite the General Company for Petroleum Products Distribution’s announcement in a previous statement about distributing the electronic card inside gas stations for free, while it indicated the existence of banking cooperation to make the electronic payment mechanism at gas stations a success.[/size]

    [size=45]Through the director of the Baghdad Distribution Authority at the General Company for Petroleum Products Distribution, Muhammad Shubar, who explained in a press interview: “Implementing the electronic payment decision within fuel filling stations is a civilized issue that most developed countries work on,” indicating that “the Petroleum Products Distribution Company has addressed Companies linked to the Central Bank and some government banks in order to provide and distribute the electronic card for free and thus make it easier for people with limited income to obtain it.” However, the continuous exploitation has lost the citizen’s confidence in these companies, in addition to exploiting the citizen’s lack of electronic culture, which has placed him in the trap of these companies.[/size]
    [size=45]A source from the Qi Card company answers citizens’ questions, as he confirmed, speaking to (Al Mada), that “the card is the citizen’s bank account, and it is a key that connects the citizen’s transactions between institutions and banks, through the password or fingerprint.”[/size]
    [size=45]In turn, financial affairs expert Mustafa Hantoush explained in an interview with (Al Mada), that “the issuance of government cards, as they are prepaid, may be monopolized by some companies, such as Qi Card or Iraq Gate and other companies, but if the payment process is made by the citizen at the gas stations through the card Public, MasterCard or its own QCard, therefore you cannot monopolize it through one company,” noting that “if government cards are prepaid by the ministries or are deducted later, in this case there will be monopoly operations.”[/size]
    [size=45]It is noteworthy that the International Smart Card Company (Ki Card) was established in 2007 in Baghdad with joint stock companies from the largest Iraqi government banks, Al-Rasheed and Al-Rafidain, and since 2007 the company has been disbursing the salaries of more than 70 Iraqi government departments and ministries.[/size]
