Kurdish politician Hakim Abdul Karim confirmed today, Thursday (December 14, 2023), that the presence of component seats is very necessary for democratic development and component representation.
Abdul Karim said in an interview with “Baghdad Today” that “the presence of minority seats is a very important necessity, but what is happening in the Kurdistan region is the exploitation of the 11 seats within the regional parliament allocated to the components by the Democratic Party.”
He added, "Minority representatives have become a tool to defend the Kurdistan Democratic Party and its policy, and not to defend their components."
He explained, "The lawsuit filed in the Federal Court is for the purpose of redistributing the component seats to all the governorates of the region, and not as is currently happening by summing it up to Erbil and Dohuk, in order to be invested by the Democratic Party."
The day before yesterday, Tuesday, the Region’s Minister for Component Affairs, Aydin Marouf, announced that the components included in the quota seats had submitted proposals regarding the law for parliamentary elections in Kurdistan, which are scheduled to be held in February of the year 2024.
Marouf said in a press conference, “We ask the Federal Court to reject the complaint regarding the components’ quota seats, because those components have a special status, and any decision against them will have a negative impact.”
He added, "We have presented several proposals, including following the single-district system in the elections, but there are those who want to distribute quota seats on a geographical basis, and we reject that."
Marouf continued by saying: We support the Kurdistan Parliament Law 2018 to include all components, so we demand that Kurdistan elections be held in accordance with this law.
Kurdish leader Masoud Barzani stressed earlier the need to allow the components to decide their own fate with regard to the quota seats in the legislative elections for the sixth session of the Kurdistan Parliament, scheduled to be held in February 2024.
This comes at a time when there is a lawsuit filed by Kurdistan political parties in the Federal Court regarding the quota seats and the conduct of the Kurdistan Parliament elections. They were scheduled to be decided on the third of this month of December, but they were postponed.
Complaints were submitted against five articles of the Kurdistan Parliamentary Elections Law, related to the number of seats, single and multiple electoral districts, and the number of quota seats. They were submitted by Ziad Jabbar, head of the Patriotic Union of Kurdistan bloc in the fifth Kurdistan parliamentary session, and Aman Najib Shamoun, the Christian representative in the Sulaymaniyah Provincial Council. .
According to Article 36 of the region’s legislative elections law, five quota seats in the Kurdistan Parliament will be allocated to the Chaldeans, Syriacs, and Assyrians, with one seat for the Armenian component, as well as five seats for the Turkmen.
