Baghdad succeeds in bringing Washington back to the negotiations, unless they are disturbed by factional strikes

Baghdad/ Tamim Al-Hassan
A major crisis within the coordination framework, as the Shiite team tries to distance itself as far as possible from its relationship with the group that calls itself the “Iraqi Resistance” and targets American forces. So far, this team, or parts of it where there are opposition voices within the Shiite alliance, have succeeded in bringing the United States back to the negotiating table.
An Iraqi military statement said after the resumption of dialogues with Washington that they will continue as long as “nothing disturbs the peace of the talks.”
Since the so-called “resistance” announced the recent military buildup against the United States, following the killing of a leader in the Hezbollah Brigades, no attack on bases in Iraq has been recorded until now.
A former deputy who spoke to Al-Mada expects that with all the positive messages that Baghdad and the Framework Alliance are presenting to Washington, “new American strikes are coming.”
The spokesman for the Commander-in-Chief of the Armed Forces, Major General Yahya Rasool, said in a statement, “The Iraqi Supreme Military Committee resumed its meetings with the international coalition forces in Baghdad on Sunday, February 11, 2024, to assess the military situation, the level of danger, the operational environment, and the capabilities of the Iraqi armed forces.”
Since the killing of 3 Americans by faction missiles on Tower 22 (a small American base) in Jordan last month, communication between Iraq and the United States has been cut off.
Rasoul added, “Based on these meetings, a timetable will be formulated for a deliberate and gradual reduction leading to the end of the mission of the international coalition forces to fight ISIS and the transition to a bilateral relationship. As long as nothing disturbs the peace of the talks, the meetings will occur periodically to complete the committee’s work as quickly as possible.”
Last week, it was announced that the Iraqi-American committee would meet on Sunday to discuss and schedule the end of the coalition mission.
Informed sources told Al-Mada: “The Prime Minister and most of the parties in the coordination framework want to isolate themselves from the resistance attacking the American forces, and to send positive messages to Washington.”
Last week, Prime Minister Muhammad al-Sudani revealed a “equation” regarding mutual attacks between armed factions and American forces.
Al-Sudani said in statements to an Arab channel, “A formula was reached in which the factions stop their attacks in exchange for stopping the American response,” before Washington killed Abu Baqir al-Saadi, a leader in the Hezbollah Brigades, in a raid in central Baghdad. The sources indicate that the most prominent message sent by parties in the “Framework” that relies on diplomatic methods to resolve the crisis with the United States “is to prevent its representatives from attending last Saturday’s session in Parliament,” which was dedicated to legislating a law to remove American forces from Iraq.
The boycott of the session by 75% of representatives, and more than half of the Shiite bloc, led to accusations and threats against the boycotters, by the representatives of the coordination framework who attended, and they are mostly with the team calling for an escalation against Washington within the coalition.
It seems that the push and pull within the coordination framework due to the current crisis angered Prime Minister Mohammed Al-Sudani, who apologized for participating in the government summit in Dubai, according to some news.
Previous leaks, which were not confirmed, indicated that Al-Sudani had threatened to “resign” if the factions and some partners continued to obstruct dialogue efforts with Washington.
Baghdad and Washington launched these talks in late January within the framework of a joint “supreme military committee,” but they were suspended on January 28 due to a drone attack that killed three American soldiers in Jordan on the border with Syria.
The situation worsened following the recent call for the so-called “Iraqi resistance” factions to join it to resume fighting against the United States after a short truce. It appears that this call has not received a response, as no new attacks have been recorded so far on military bases containing coalition forces in Iraq.
Mathal Al-Alusi, a politician and former deputy of Al-Mada, says, “The United States in these negotiations is clearly pushing Prime Minister Muhammad Al-Sudani to some degree of independence from the dominance of the factions, but it seems that the government is faltering in this area.”
Early in assuming power at the end of 2022, Al-Sudani revealed his policy towards the international coalition in Iraq.
Early last year, the American Wall Street Journal reported in an interview it published that Iraqi Prime Minister Muhammad Shiaa al-Sudani defended the presence of American forces in his country and did not set a timetable for their withdrawal.
Regarding the subsequent reactions of the United States, Al-Alusi says, “The American strikes and killing of leaders of the Iraqi factions are not only a response to the killing of 3 American soldiers in Jordan, but rather messages to Iran that the response exists.”
Al-Alusi believes that the internal situation in the United States is witnessing severe tension due to the decline in President Biden’s popularity and the proximity of the elections, “Therefore, Biden must carry out other strikes against the factions in order to present evidence after evidence to the American voter that he is a strong president.”
Al-Alusi points out that the repeated American rhetoric targeting Iran and its affiliated elements in Iraq and Syria “are not only Iraqi or Syrian Shiites, but there are Sunnis and other religions who will be targeted soon.”
