Minister of Planning: We face challenges in developing the private sector

Tamim said on the sidelines of the first meeting of the General Authority of the Private Sector Development Council, which “Al-Sabah” attended: “Prime Minister Muhammad Shiaa Al-Sudani will chair some of the Council’s upcoming sessions due to the government’s belief that the private sector is an effective arm for developing the economy,” pointing out that “the government’s intervention in the work of... The Council is preparing a regulatory measure until performance stabilizes and then gives the Council a broader scope.”
He added, "The path to developing the private sector faces challenges, and we must work hard to overcome them through the support provided by the government," explaining "the importance of accelerating the selection of the general body of the council, represented by all sectors under the private sector." Tamim called for efforts to be made to choose the permanent council to formulate the country's permanent economic policy.
Economic expert Bassem Jamil Antoine said: This step is important and lays the foundations for creating a correct work system, after the Iraqi economy suffered from a lack of clarity in business visions for decades, stressing the importance of having a clear identity for the private sector in Iraq.
As for the President of the Association of Iraqi Private Banks, Wadih Al-Handal, he stressed the importance of the existence of the Private Sector Development Council as it works to organize the efforts of this sector in all its aspects, pointing out that the financial sector represents a major axis in the development process that the country seeks, and he took it upon himself to develop its performance and went towards developing services. And expanding its dissemination, especially electronic payment, in which the country has made great strides. President of the Iraqi Contractors Union, Ali Fakher Al-Sanafi, said: Regulating the reality of the private sector in Iraq represents an important step on the path to establishing correct paths for developing performance within the country. He pointed out the importance of this council in organizing work and addressing the challenges facing the business sector, and aiming to create an ideal work environment in Iraq, especially since the volume of work is large in the country and requires a large number of local and international private sector companies. Muhammad Shaker, head of the Baghdad Center for Energy and Sustainability, confirmed that the internal regulations of the Private Sector Development Council are established based on a law, and here it is not possible to jump to the system. He suggested here the drafting of a paper that would be a road map for the internal regulations. He pointed out that Iraq must reflect a positive image to the world about the existence of an active and organized private sector that achieves integration with the state, leading to strengthening the country's development trends, in light of the acceleration in the development of economic performance in all regions of the world.
Former President of the Federation of Chambers of Commerce, Jaafar Al-Hamdani, pointed out that the Ministry of Planning is a sponsor of the internal system, and this is extremely important in order to shorten time and ensure that the internal system is completed quickly, so that the private sector can take its real role in building Iraq.
He pointed out that the Private Sector Development Council represents a real sign of hope for creating an ideal field of work that ensures the existence of ideal work paths that provide job opportunities for all companies and that there is no confusion that disrupts the wheel of the economy. In addition, the head of the Osool Foundation for Economic Development and Sustainable Development, Khaled Al-Jabri, considered the emergence of the General Authority of the Private Sector Development Council, which has been long-awaited for more than 11 years, as a glimmer of hope and a new dawn appearing in Iraq and this sector for the purpose of advancing the process of effective legislation that goes in its entirety to the socialist side.
Al-Jabri told “Al-Sabah”: After 2003, Iraq entered another era, but the legislation, laws, and government employee behaviors go towards the socialist side, and the government side and its companies have the upper hand, while the private sector is the government’s partner because it cannot work alone to complete all projects. Which leads to slower work and reduced productivity at the expense of reducing job opportunities.
He added that empowering the private sector creates many job opportunities and reducing government pressure towards employment, and this in itself is a process and a major achievement that is credited to the government and to it, stressing the sector’s need for a series of legislation and laws that are compatible with its work and training the government’s functional mentality to deal with it as a partner of the government and not its enemy.
