    He added that this strategy is diagnosed national vision for the pivotal role of the industrial sector in the growth and development and the consolidation and sustainability of dealing creatively with the sources of wealth of all kinds , and that by maximizing the proceeds of natural resources and investment to localize human experiences producing and diversification of the economy in the analysis and to reach the desired results , based on a system (SWOT ) in her study . known system (SWOT) as a term that is used to help focus activities in the areas of strength and where lies the biggest opportunities , as well as be used to identify hazards in the form of weaknesses , and internal and external threats , and is in the four features of elbow grease , a source of strength ( what are the advantages ? what is currently happening well? ) , weaknesses ( what could be improved ? clear what is done badly ?) , opportunities ( what are the good opportunities facing the organization? ) , threats ( what are the obstacles facing the organization? ) .

    Industrial system

     As for the vision of the strategy of the system of industrial and track up to 2030 , it was between Antoine it boils down to the development of the industrial system in Iraq to support the national economy diversified and sustainable in all respects , and the private sector a leading role , has a competitive regionally and internationally , invest local resources and integrated rings manufacturing , production , and distribution , as well as work within a stimulating environment for creativity and contribute to providing more job opportunities and improve the standard of living of individuals and society . stressed the importance of strengthening the industries that are based on the comparative advantages held by Iraq as a country rich in natural , and the trend towards value-added products global ( construction , cement ) , and industries with high technical content and knowledge-based industries , calling for the adoption of a form of industrial clusters and the different types of so-called cluster industries .
    Means industries cluster of industrial clusters which arise because of conglomerates and economic groupings of Foreign Affairs, and the supporting structures of local , social , institutional, and reduce transaction costs of transport and communication , and interaction with all the benefits of sites offer existing by concentrations combine to have a significant competitive advantages in the global markets . Urged to support and promotion of industrial enterprises of small and medium enterprises, through the development of the work environment ( regulations , legislation , and procedures) , and raise the competitiveness of national products through specifications and international quality standards , and anti-dumping duties , in addition to the development of human resources for the industry.
