    On Saturday, the Ministry of Agriculture explained the positives of the Council of Ministers’ decision to amend the decision to convert the type of agricultural land to residential, while specifying the size of the areas covered .
    The Director of the Agricultural Lands Department in the Ministry, Ali Al-Shammari, said in a statement reported by the official news agency, and seen by Al-Iqtisad News, that “the Council of Ministers issued on the seventh of this November a decision amending the previous decision to convert the type of land from agricultural to residential for the year 2022. ”
    He added, "The amendment came after observations made by governorates and municipalities regarding the definition of a regular residential complex, so it was modified to mean that a complex is what includes a group of residential units built of fixed materials ."
    He continued, "The amendment stipulates that if the encroached area is 100 dunums, then 70 dunums of it must be residential and 30 dunums must include roads and public utility," explaining, "Resolution 320 was clear, by amending the urban design to the existing design as the reality of the situation. " .
    He pointed out, "The number of residential units will be determined by the size of the existing area, as the more it increases, the number of residential units will increase incrementally ."
    He pointed out, "81 thousand dunums will be included in the decision to change the type of land from agricultural to residential. There are a small number of lands that have already been converted, but they are not included in the government decision, and they constitute only 3 percent of the 81 thousand dunums. "
    On November 7, the Council of Ministers issued a decision to amend the controls for changing the type of land from agricultural to residential .
    According to an official statement, the decision included :
    1 . Adding a paragraph to Clause (First) of the controls for implementing Cabinet Resolution (23107 of 2023), which includes the definition of the regular residential complex, and it is as follows :
    Regular residential complex: It is a group of units constructed with fixed materials in separated blocks, with roads occupying no less than (30%) of the entire encroached plot of land, and the competent municipality is responsible for determining this .
    2 . Amending Paragraph (2) of Clause (First) of the controls for implementing Cabinet Resolution (23107 of 2023) by deleting the phrase (non-profit) from the definition of the term public benefit, and replacing it with the phrase (and all prohibited things), so that the aforementioned paragraph will be read as follows :
    The decision defined public benefit projects as projects designated for public services and all prohibitions, such as (police stations, fire stations, hospitals, schools, places of worship, water stations, sewage stations, prohibited rivers, railways, transportation, and electric power, and any other legal prohibitions) .
