    [size=45]The Finance Committee in the House of Representatives expected that the government would take the initiative to appeal the inclusion of job grades in the budget, pointing out that the Presidency of the Republic would complete the ratification and issuance during the current week, stressing that the Ministry of Finance had previously prepared instructions for implementing the law, in order to start implementing it once it was published in the Official Gazette.[/size]
    [size=45]Committee member, Representative Mueen Al-Kazemi, says, “Last week, the House of Representatives voted on the federal budget law for three years, and it was handed over to the Presidency of the Council.”[/size]
    [size=45]And Al-Kadhimi continued, “The Presidency of Parliament has referred the law, which was printed again in light of the paragraphs that were voted on, to the Presidency of the Republic.”[/size]
    [size=45]He pointed out that "the ratification process will take place within limited days, and thus it will be ready for publication in the Official Gazette."[/size]
    [size=45]And Al-Kazemi indicated, "The process of implementing the budget will begin with the distribution of allocations and the implementation of contracts that need financial allocations, according to public spending units."[/size]
    [size=45]He stressed, "Everyone is waiting for the process of implementing the ministerial curriculum to start in the practical field, which would raise the level of services, whether in the energy sector, education, or health, and so on with regard to the port of Faw, the development path, and other promising projects that would change the economic reality of the country."[/size]
    [size=45]And Al-Kazemi continues, “The new variable is that Iraq, for the first time, approves a budget for three years, with a high ceiling of amounts.”[/size]
    [size=45]He expressed his hope that "the government will seize the opportunity of the remaining six months of the year so that there will be clear effects on the ground."[/size]
    [size=45]And Al-Kazemi continues, “The government has the right to challenge the budget law, with regard to articles that include violations of the House of Representatives by increasing financial burdens that are not prescribed in the law.”[/size]
    [size=45]And he believes that “other matters in which the amendment and transfer of amounts took place are all within the jurisdiction of the House of Representatives.”[/size]
    [size=45]Al-Kadhimi believes that “the Federal Supreme Court will take its position with Parliament regarding any appeal from the government against the budget, given that the deputies did not violate the constitution in conducting transfers and decreasing some amounts for relevant ministries.”[/size]
    [size=45]It is likely that “the government will resort to appealing to Parliament’s allocation of job degrees in the law, on the grounds that it added about 720,000 job degrees within the recent appointments of free lecturers, first graduates, and holders of higher degrees, and converting contract holders to permanent owners.”[/size]
    [size=45]And Al-Kadhimi went on to say, “The budget will proceed with the agreed-upon materials, and if there are problems, it will be in the case of adding financial burdens to the government.”[/size]
    [size=45]And he talked about “the possibility of completing the ratification and issuance processes by the Presidency of the Republic during the current week, because there are no real problems by the Presidency over the budget.”[/size]
    [size=45]Al-Kazemi stressed that “Articles 13 and 14 related to the Kurdistan region are agreed upon and were discussed before voting on the law, and they are consistent with the public interest of the federal government or the region alike.”[/size]
    [size=45]And he stated, “These two articles include obligating the Kurdistan region to produce 400,000 barrels per day of oil, while the federal government is responsible for selling, exporting, and signing contracts with oil importers.”[/size]
    [size=45]Al-Kadhimi added, "The region's oil revenues are deposited in an account in the Central Bank of Iraq, with the Prime Minister in the Kurdistan region granted the authority to exchange what the region needs."[/size]
    [size=45]And he added, "The revenues of these quantities, if they are continuous for a period of 365 days and at a price of $ 70 a barrel, do not exceed 13 trillion dinars, while what is allocated to the region reaches 22 trillion dinars."[/size]
    [size=45]Al-Kadhimi finds that "the interest of the Kurdistan region requires moving forward with this agreement, especially since the export of oil through the region has been suspended for three months due to the situation in Turkey after the earthquake."[/size]
    [size=45]And he stated, "If the region cannot export oil because of the Turkish situation, it will hand over the quantities of oil extracted from its lands to the Federal Ministry of Oil for local consumption."[/size]
    [size=45]And Al-Kazemi concluded, that “the law, and after it becomes effective, the government will have full authority to spend, especially in signing contracts that resulted in previous memorandums of understanding with energy companies and those that arise from projects for ministries, with the payment of salaries of those who were recently appointed, and this in general contributes to the movement The Iraqi market and leads to support the economy.[/size]
    [size=45]For his part, another member of the committee, Representative Jamal Cougar, stated that “the constitution authorizes the President of the Republic to challenge any law to the Federal Supreme Court, including the budget, because he is the protector of the constitution and the one responsible for preserving it.”[/size]
    [size=45]And Cougar continued, “The ratification and approval takes place within 15 days, and if it passes without these two processes being formally completed, then the law will be ready for publication by virtue of the constitution.”[/size]
    [size=45]He pointed out that “publication is followed by another procedure, which is the issuance of instructions for implementing the budget, which are ready and prepared by the Ministry of Finance early in order to expedite the implementation of the law.”[/size]
    [size=45]And Cougar concluded, "The political aspect has overpowered the technical aspects of the law, despite that we look forward to its implementation in the correct manner and in a manner that provides service to the Iraqis."[/size]
    [size=45]The House of Representatives had ended last week, after five sessions, voting on the budget law, including amounts amounting to 200 trillion dinars and a deficit of 64 trillion dinars.[/size]
