    Civil society organizations monitored some violations that marred the candidates’ advertising campaigns, including the exploitation of public money and intentionally tampering with and damaging competitors’ propaganda in the provincial council elections.
    The head of the Ain Election Monitoring Network, Saad Al-Battat, said: “The network observed violations, tampering, and tearing down of the electoral propaganda of some candidates for the governorate council elections that will be held on the eighteenth of next December.”
    He added, “Some of the propaganda is not without exploitation of public funds by officials, whether they are candidates or heads of lists,” indicating that “any citizen can monitor such violations in Baghdad or other governorates.”
    He pointed out that “the number of violations that included all governorates is not yet specified, especially with the nomination of 10 current governors, some of whom organized lists that included directors of service departments in their governorates.”
    The Independent High Electoral Commission follows up on the sources and aspects of spending on electoral campaigns, and while it indicated that there are more than 900 committees that it supervises, it has set conditions with both the Baghdad Municipality and the municipalities in the governorates stipulating prohibiting the use of central islands, electricity poles, bridges, school buildings, clinics, and universities affiliated with state departments, and stickers in Election propaganda.
    For his part, Director of Media for the Karkh Elections Office, Wijdan Jabbar Abdul Khaleq, Director of Monitoring Election Campaigns, said: There is a record for monitoring electoral campaigns through which a field position is submitted.
    Abdul Khaleq added in an interview, “The Commission informs the violator that the violating campaign has been lifted within 72 hours, otherwise he will bear all the penalties of the regulations and laws related to violations.”
    In addition, the Supreme Judicial Council decided to entrust the procedures of the Media and Communications Authority to monitor the media performance of the election propaganda campaign.
    A directive to the Supreme Judicial Council explained, in a statement, that “in view of the imminent date of holding the provincial council elections and the launch of media campaigns for the candidates to run in these elections; It required entrusting the procedures of the Media and Communications Authority with regard to the media performance of some media institutions and guests who appear through them in the event of violating the law through defamation and insults punishable under the provisions of Articles 433, 434, and 435 of the applicable Penal Code, as well as taking legal measures against those who infringe on advertising publications. “.
    Meanwhile, the Independent High Electoral Commission described the turnout of citizen voters to receive their biometric cards as “high.”
    The head of the Commission’s media team, Imad Jamil, said in a press statement: “The governorates that received the biometric cards have begun distributing them, indicating that the rate of citizens’ turnout in receiving them is high, and a position will be issued on the number of cards received for the governorates included today, Monday.”[/size]
