The Iraqi economy is facing a dangerous economic slide, which is represented by a continuous rise in unemployment rates among youth, as long as the youth segment is the most targeted segment in economic development programs in most countries in the world, because this segment is forward-looking, strong and economically active, and it is reliable to increase the efficiency of the productive sectors and total productivity. Then economic growth.
However, in light of the deterioration of production and local economic activities in Iraq, this segment has turned into a nightmare that worries decision-makers in how to confront it and employ it in the income and production cycle, and what we see today of prospects through which most of this segment, especially males, can be employed in the military or security sector in a manner that exceeds The actual need for these agencies and sectors in general, as the door to employment in these sectors is periodically opened within the government employment program, which prompted most young people, especially recent graduates, to go immediately to recruitment centers in order to be employed in light of a clear and significant decline in the fields of employment in the government sector and the narrowness Good employment opportunities in the private sector. The most important question is how long will these sectors absorb this youth employment?
Therefore, we present a proposal to decision-makers that is to adopt an economic program to reduce unemployment among graduates in particular and youth in general, based on the following mechanism: Description of the program (partnership program with the private sector, for joint employment), the goal of the program (reducing unemployment in the Iraqi economy ), the target group (the youth segment from the age of (18 to 30 years), the program includes several stages and levels, the most important of which is the stage of qualification and joint training with the most important local, regional and international private economic institutions, and the stage of employment in common professions within the scope of joint business for investments and joint economic activities between the public and private sectors, and with regard to levels, it takes into account levels of learning and certification as its criteria.This program also includes defining frameworks for joint cooperation between the two sectors for joint employment. Joint activities are also identified if they are service, industrial, agricultural, commercial, etc., noting that this program will enhance the position of the private sector in rebuilding the local economy in a distinct way. .
