    Shafaq News/ Kirkuk Council member Ahmed Ramzi confirmed on Friday that discussions on forming the local government have been stalled since the last meeting held by Prime Minister Muhammad Shia al-Sudani, even though the governorate is experiencing an administrative and legal vacuum.

    Ramzi, a leader in the Iraqi Turkmen Front, told Shafaq News Agency, “Two months after the High Elections Commission approved and announced the winning blocs and members for membership in the Provincial Council, and despite Al-Sudani’s efforts and personal follow-up and holding two meetings for the purpose of converging viewpoints between the political blocs to form the local government, nothing happened.” “There has been no progress so far.”

    He added, "Kirkuk today is experiencing an administrative and legal vacuum due to the absence of a local government and the provincial council is not exercising its legislative and oversight duties."

    Ramzi pointed out that "the meeting that was scheduled to be held last week with the Prime Minister was postponed, and it seems that the leaders of the political blocs are busy with the days of Ramadan, and therefore there must be a quick resolution of the issue of forming the Kirkuk administration and nominating a new governor and head of the Provincial Council."

    He stressed, "Management must be shared among all components, and we do not accept any marginalization of the Turkmen in the power-sharing equation," asking, "Why do the winning blocs not hand over the position of governor to the Turkmen, which is a constitutional and legal right?"

    Ramzi stressed that "the speedy formation of the local government helps support the project file and provide services to all areas of Kirkuk."

    In turn, Ali Al-Bayati, spokesman for the Election Commission office in Kirkuk, explained to Shafaq News Agency, “The issue of delaying the formation of the announcement of the local government and the existence of a specific time for the purpose of forming the government is not the work of the Election Commission. Our work is limited to holding the elections, announcing the results, and approving them by the Commission.” ".

    In response to a question about whether there is an intention to repeat the elections in Kirkuk after not reaching an agreement between the blocs, he pointed out that "the issue of repeating the elections is not within the jurisdiction of the Election Commission."

    In this context, legal expert Ali Khalil told Shafaq News Agency, “The House of Representatives is able to dissolve the Kirkuk Governorate Council in accordance with Article 20 of the Law for Governorates Not Organized in a Region, and the current governor continues his work, and the elections can be repeated, with the governor or two-thirds of the members of the House of Representatives submitting a request to re-establish Elections and setting a new date for them.

    He continued, "The Arabs, Turkmen, and Kurds are still waiting for the proposals of Prime Minister Muhammad Shia al-Sudani to resolve the crisis. However, if no party accepts al-Sudani's proposals, the crisis will continue and exceed the legal period."

    It is noteworthy that Kirkuk Governorate held its first local elections on December 18, 2023, since 2005, in which the Kurds won seven seats, divided into 5 seats for the Patriotic Union of Kurdistan, two seats for the Kurdistan Democratic Party, and one seat for the quota (Babylon), bringing the total number of seats to eight, and in In return, the Arabs won six seats, divided as follows: three seats for the Arab Alliance, two seats for the Leadership Alliance, and one seat for the Pan-Arabism Alliance, while the United Iraqi Turkmen Front got two seats.

    The electoral scene became complicated in the process of equality in the number of seats between Kurds, Arabs, and Turkmen (8-8), which led to the inability of any of them to form the local government.

    Federal Prime Minister Muhammad Shia al-Sudani sponsored two meetings of the political forces that won the Kirkuk Provincial Council elections, and announced an “agreement of principles” to proceed with the formation of the local government in the province.
