He added that "what most Iraqis do not know is that Nineveh is living in boiling and popular frustration caused by the return of the atmosphere that paved the way for the collapse of security in the province," noting that "one of the signs of rampant corruption and bribes in quite a few institutions of civil and military state in the city starting points of control Security and access to the real estate, nationality, passports and police stations and not the end of the various service institutions, offset by a security breach caused by the lack of leadership capable of achieving self-confidence.
He pointed out that "in light of what is happening in Ninewa from a state of concern, we are facing a crucial moment, which requires everyone, in particular the legislative, executive and judicial authorities, in particular the central government to take rapid and unconventional steps to reduce the weakness of the state and the corrupt control of many of its institutions, To "the implementation of emergency law for the follow-up and prosecution of corrupt and tampering with the ability of citizens in the province of Nineveh."
He suggested that "the responsibility for the implementation of this law is a council authorized by wide powers composed of soldiers and civilians recognized for integrity, good governance and patriotism headed by a military known to command, control and integrity." He pointed out that " To be a deputy civilian known from the people of the province and familiar with the situation and recognized by the integrity and the national implementation of strict and rapid mechanisms against corrupt and manipulative ability of citizens and the homeland.
He pointed out that "his urgent call for the implementation of an emergency law to prosecute the corrupt in all military and civil institutions in the province of Nineveh stems from his concern for Iraq and the future of his sons.
