    Shafaq News/ The Ministry of Higher Education and Scientific Research called on Iraqi universities and their affiliated institutions to clarify their observations and obstacles to changing the official working hours that the government recently implemented, in the first reaction from a government ministry to the decision implemented 12 days ago.
    Shafaq News Agency obtained a document from the Ministry entitled “Changing working hours” and signed by the Director of the Administrative and Financial Department in the Ministry, Asaad Ghani Jihad, on 4/25/2024, in which it addresses the Iraqi universities, bodies and the Iraqi Council for Medical Specialties to “explain the observations and obstacles to changing the current official working hours in effect.” In its new form within a maximum period of 72 hours.
    The document added that "the observations and obstacles will be presented to the Minister of Higher Education and Scientific Research to take a decision on them."
    On April 16, 2024, employees and students at the University of Baghdad called on Prime Minister Muhammad Shia’ al-Sudani, via one of their platforms on the Telegram application, to “reconsider the recent decision issued regarding changing the start time at 10 am.”
    The professors and students explained, according to the appeal, that “there is no benefit in changing the time, because they and their families were harmed by the decision, as they arrive at the university in Jadriya at 9:30, while the official working hours begin at 10:00 a.m., and they return to their homes at 5:30 p.m. Because of congestion on the roads. 
    The petitioners mentioned another aspect of “the suffering, which is the evening shift of students in a number of university colleges, as it begins at 3 or 4 p.m., and ends at 8 or 9 p.m.,” stressing that “there are families who do not allow their student daughters to return at this late hour of the night.” Except for family obligations or students who work after work in order to support their families and collect tuition and study expenses.

The Presidency of the University of Baghdad, one of the formations of the Ministry of Higher Education and Scientific Research, and the mother university in Iraq, issued an official administrative order entitled “Addressing traffic congestion,” directing To the deans of colleges, institutes, centers and departments affiliated with the university, to implement the government’s decision to work in university formations starting at 10 am, at the government-specified time.
