    Members of the Iraqi Council of Representatives confirmed that the Kurdish blocs demanded the General Secretariat of the Council of Ministers to stop disbursing the region's share of the federal budget, as a result of its lack of commitment to the budget law and the delivery of oil to SOMO.
    This came at a time when the head of the regional government, Masroor Barzani, is trying to find alternatives and put forward new proposals that pave the way for the region's oil to be delivered to the federal government in exchange for his share of the federal budget. 
    While Barzani is studying the options before him to deal with the federal government, an official in the region’s government confirmed to the new morning, that the president of the region’s government agreed to hand over the oil file to the entire federal government, in case Baghdad accepted to receive it and deal with the dues of the oil companies operating in the region, in addition to ensuring them To pay the debts incurred by the provincial government, which is estimated at 28 billion dollars.
    He added, that Barzani seeks through his endeavor to hand over oil to the federal government to extract this complicated file from regional and international interventions, as well as to address the problem of the salaries of the region’s employees, which hampers officials in the region’s government and puts them at the end of every month in front of widespread criticism and accusations of manipulating the amount sent by the federal government Salaries for employees at the end of every month.
    The official, who preferred not to be named, indicated that the region’s government is going through difficult economic and financial conditions in light of the decline in its financial resources, as a result of the low global oil prices and the outbreak of the Corona virus, and it is now unable in light of the current conditions to secure only 30% of the amount required to secure salaries Employees who say it amounts to 880 billion dinars per month.
    He continued, the provincial government is now approaching bankruptcy, because it is unable to secure the salaries of its owners and it is now unable to grant salaries for the month of January to its employees while we are nearing the end of April and entering in May. 
    He added that the region's government needs one trillion and 50 billion dinars a month in salaries and wages to maintain other services, and it now has only 271 billion dinars. 
    On 1/4/2020, the Secretary General of the Council of Ministers sent a letter to the Ministry of Finance in the Federal Government requesting that it stop sending the monthly financial allocations that are sent as salaries to the Kurdistan Region amounting to 453 billion dinars.
    The government official added that the head of the provincial government, Masroor Barzani, informed the officials in Baghdad through the delegation of the provincial government who visited Baghdad recently that his government was ready to deliver the total oil produced in the region to the federal government and not only the 250,000 barrels stipulated in the budget law, and indicated that The president of the region’s government set two conditions for that, the first: increasing the region’s share from 453 billion dinars to 950 billion a month, and the second: for the federal government to provide for processing oil company loans and extraction sums from the region’s fields.
    Commenting on the visit of the delegation of the regional government to Baghdad, the journalist Sertip Wessi said in an article followed by the new morning, that the delegation of the regional government who visited Baghdad recently was shocked by the position of the federal government, which changed by 180 degrees towards the region.
    Weissi added that the federal government, apart from its demand to deliver oil, is calling for returning the region's imports from the border and customs outlets to Baghdad, in addition to the federal government seeking to take advantage of natural gas in the region to operate power plants in the center and south of the country.
    He explained, that the delegation of the region that visited Baghdad recently appeared in a weak way and was unable to achieve anything but its demand to pay the salaries of the region's employees for the current month.
    Most of the Kurdish political parties and forces, foremost of which are participating in the regional government, the National Union and the Change Movement, in addition to a wing within the Democratic Party, have demanded the delivery of oil to the federal government, but the head of the regional government, Masroor Barzani, was driven by the lack of consent of the federal government to implement his conditions. During the previous period.
    The oil file in the region is still shrouded in mystery, and most of its details are still unknown, as most political forces and parties are unaware of the details of this sunken file and are not familiar with the nature and type of contracts signed by the region's government with neighboring countries and international oil companies.
    In turn, a member of the House of Representatives for the Future Bloc, Sercot Shams al-Din, said that the region’s government accepted in the lost time the delivery of oil to the federal government, which refused to receive it and demanded that it hand over the other region’s total imports as well.
    Shams Al-Din added in a statement to the new morning, that the provincial government, which was previously persistent and refuses to deliver oil to Baghdad, has acquiesced to all the demands of the federal government, in exchange for granting salaries to employees in the region, but the federal government demanded that it hand over revenue from customs, airports and border ports as well.
    He added that the Kurdistan Regional Government, which does not respect the Kurdistan Parliament and is not ready to inform it or to inform the political parties and powers of the oil revenues and file, and through companies and contractors seize the internal resources, not trusting the resources of the people of Kurdistan, “So I join my voice to those demanding to hand over all the revenues In the region to the federal government and assign that task to it.  
    Shams El-Din indicated that the federal government also demanded that it provide data and records for preparing employees in the region to be audited and their salaries distributed every 30 days without delay.
    The former Minister of Natural Resources in the region, Ashti Hawrami, has held the position of Minister of Natural Resources in the region’s government for 13 years, during which he dragged under the banner of achieving economic independence, the region into great financial crises and financial and economic problems that caused him to cut off his budget in the public budget and fall under huge domestic debt.
