     Baghdad: Haider Al-Jaber

After the failure to hold the second session to elect the President of the Republic, the idea of dissolving Parliament and rerunning the elections spread in the general political atmosphere, and away from the differences of constitutional law specialists regarding the possibility and difficulty of resorting to this solution according to the interpretations of Constitutional Article 64, observers warned of the repercussions and consequences of this political adventure on the country in general. They return that talking about dissolving Parliament and going to early elections is nothing but a “pressure card” used by some political forces.
Dr. warned. Abdul Aziz Al-Issawi, an academic and researcher in political affairs, is one of the repercussions of dissolving Parliament, noting that “the repercussions will be on three levels: political, constitutional and social.”
Al-Issawi said: “The decision to dissolve parliament collides with obstacles at the current stage due to the difficulty of having a majority that can agree to it, especially if there is a winning bloc,” adding that “in the event of parliament being dissolved, this will have unwelcome consequences for the emerging democratic experiment, being the solution.” The second for the legislature in less than a year.”
He added, "Dissolving Parliament has repercussions in three areas, which (politically) may lead to the outbreak of a new crisis, because it will lead to new early elections, and this does not satisfy the winners." The Federal Court, as for (socially), the possibility of renewed protests and pressure from public opinion is very possible.”
He believed that "the political forces are not serious about the option of dissolving parliament, but they are waving it with the aim of achieving other goals related to dialogue between the political parties, some of which may have to make concessions in order to avoid going to new early elections."
For his part, the academic d. Osama Al-Saeedi, “Repeat elections more than once in one year, as this is normal in democratic systems.”
Al-Saidi said: “The dissolution of Parliament is a procedure related to political forces, and Article 64 of the Constitution gives Parliament the right to dissolve itself at the request of the Prime Minister or the Council itself,” and added that “Parliament dissolves itself when it is unable to carry out its oversight and legislative tasks.”
He added, "If the political forces continue to be unable to reach consensus or achieve the majority required to elect the President of the Republic, this means that the elections are unable to carry out the tasks of the state," noting that "the natural option in this case is to dissolve Parliament, as the President of the Republic calls for early elections within 60 days." one day.”
He stressed that "the political process can no longer bear to engage in new early elections, due to people's weak conviction in the political process, and confidence in the political system has declined due to poor executive and legislative performance and the country's administration."
Al-Saidi stressed that "the re-election gives an opportunity for the parties to reorganize their ranks and arrange their papers to obtain better results," expecting "the non-participation of independent citizens because the continuation of the same rules of the game will not lead to the production of a real political equation that serves the people and achieves their aspirations."
