[size=45]Circles within the House of Representatives talk about the need for three months to prepare and approve the budget for the next year, and revealed a tendency to include in the law paragraphs contained in the ministerial curriculum of the government of Muhammad Shia Al-Sudani, most notably the care of the poor classes, electric power projects and support for the ration card, noting that the law will be passed from Without major differences arising due to the blocs' agreement to provide the government with a package of legislation to support its work.[/size]

[size=45]A member of the Parliamentary Legal Committee, Salem Al-Anbaki, said, "The Emergency Support Law for Food Security and Development No. 2 of 2022, which was voted on last June, gave the government time to send the draft budget to Parliament."[/size]
[size=45]Al-Anbaki continued, "The completion of the draft budget law and voting on it need three months," noting that "the failure to pass the law for the current year was caused by the government's shift to the discharge of daily tasks, and some transformations that ravaged the Iraqi scene recently."[/size]
[size=45]He pointed out, "The government is determined to draw up a draft budget law, especially since it has a full vision of the situation in Iraq, in coordination with Parliament."[/size]
[size=45]And Al-Anbaki said, "The importance of the budget lies in subjecting all funds included in its law under the oversight of Parliament and other competent authorities."[/size]
[size=45]He explained, "As soon as the draft budget law reaches it, Parliament will commit itself to legislating it as soon as possible," and saw "there is no room for disagreements and rivalries at the expense of the citizen who is eagerly awaiting this law."[/size]
[size=45]And Al-Anbaki stressed, "there are understandings between the political blocs on the need to pass every law that provides service to the citizen, and not to obstruct it."[/size]
[size=45]He explained, "The budget is at the forefront of these agreements; It supports the economic situation and provides allocation for new projects and helps provide the services that Iraqis have been asking for for quite some time now.[/size]
[size=45]Al-Abni noted that "the differences that appeared in the past regarding the law will be less severe at the current stage."[/size]
[size=45]He went on to say that "discussions on the law will not take long, and the House of Representatives will work on approving it in order to expedite its enforcement."[/size]
[size=45]Al-Anbaki concluded that “the government is responsible for presenting the draft budget law, while the parliament has the right, according to the constitution, to reduce its amounts and transfer between its doors according to what it sees as a public interest.”[/size]
[size=45]In turn, the representative of the coordination framework, Mueen Al-Kazemi, stressed that "Parliament is waiting for the government to complete the budget bill as soon as possible."[/size]
[size=45]Al-Kazemi stated, "The project should include what it presented in its ministerial curriculum, such as caring for the poor and fragile classes, increasing social welfare amounts and allocating funds to establish electrical stations in cooperation with the German company Siemens."[/size]
[size=45]He pointed out that "the ration card support should be present in the budget as well," stressing that "Parliament will spare no effort to support the government in this direction and will work to approve the law as soon as it arrives."[/size]
[size=45]For his part, the academic specialist in economic affairs, Safwan Qusai, stated that “the speedy adoption of the budget law has become an urgent necessity, with the inclusion of the goals that were in the ministerial curriculum voted on by Parliament.”[/size]
[size=45]Qusay added, "There is a real desire by the new government to reduce operational spending with an increase in investment by 20%, and this increase will be gradual."[/size]
[size=45]He pointed out, "Iraq is in dire need to activate the investment side of the budget in order to reduce the unemployment rate, by supporting the private sector in providing job opportunities, especially for graduates."[/size]
[size=45]Qusay added, "Indications are that the government will expedite the preparation of this law and send it to Parliament, which will face a real challenge, which is the speed of its approval and entry into force."[/size]
[size=45]On a related level, the economic researcher, Abdul Rahman Al-Sheikhly, stated that “the spending data for the 2021 budget is the one that is approved for the current year and will be approved for the next year if there is a renewed delay in approving the budget law.”[/size]
[size=45]Al-Sheikhly continued, "The Financial Management Law obligated the government to finalize the budget in mid-October of each year in order to send it to the House of Representatives for approval."[/size]
[size=45]He pointed out that “Iraq in the past passed two years without approving the budget law, which are 2014 and 2020, and the previous data for the previous year were approved for each of these two years, and the matter will be repeated for 2022, which we have reached today, and only less than sixty days remain.”[/size]
