The financial advisor to the Iraqi Prime Minister confirmed that the salary scale for employees needs adjustments and revisions, about 14 years after its last update, and a member of the Parliamentary Finance Committee says that 70% of the operating budget goes to secure salaries.
The financial advisor to the Iraqi Prime Minister, Mazhar Muhammad Salih, announced that the last ladder and adjustment of salaries and wages in the Iraqi state took place in 2008, about 14 years ago, while the country went through during this period various conditions in terms of inflation levels and a large difference between living standards.
The financial advisor to the Iraqi Prime Minister indicated that adjusting salaries and correcting their structure is necessary in all administrative and financial systems in the world, and explained that the current salaries of state employees constitute 42% of the total government spending, which constitutes 50% of the gross domestic product, and this means that salaries constitute 20 % of GDP, which puts a significant weight on public spending in the economy.
The appearance of Muhammad Salih stressed the existence of disparities and the absence of justice in the salaries of ministries, as well as the existence of a problem in the minimum salary, and these problems must be put to an end and the livelihood of salary recipients should be taken into account. He pointed out that the direction of the Sudanese government of Muhammad Shi`a is towards helping the poor and low-income class.
Today, Thursday (November 10, 2022), a member of the Finance Committee of the Iraqi Parliament, Jamal Cougar, told Rudaw Media Network that the Federal Service Council is concerned with regulating the salary scale of employees, and the draft law of this Council is presented to the House of Representatives and took its first reading, and the change in the salary scale. It is one of the tasks of the government and the parliament approves it as a law.
Jamal Cougar explained that the operating budget consumes a large part of the Iraqi general budget, so the government is obliged to review the matter, and the largest part of the operating budget, 70%, goes to salaries, and “there is a large discrepancy between salaries.”
According to the Iraqi federal general budget for the year 2021, there are 3263834 employees in Iraq.
Member of Parliamentary Finance, Jamal Cougar, says that the number of employees has now increased by 300,000, which leads to the addition of about 10 trillion Iraqi dinars to secure employee salaries.
