    [size=45]Representatives stated that making amendments to the salary scale would cost the treasury 16 trillion dinars, pointing out that the current budget does not include this addition, stressing that this is a measure pertaining to the government and has nothing to do with Parliament, stressing that the committee in charge of setting the new scale has completed its recommendations and submitted them to the Council of Ministers.[/size]
    [size=45]The Coordinating Committee for Demonstrations Demanding an Amendment of the Salary Scale confirmed that it had received promises that the approval of the peace scale would be at the end of next month, and decided to postpone its protest activities until the validity of these promises was confirmed.[/size]
    [size=45]Representative Yasser Al-Husseini said, "Legislation of a new ladder for the salaries of state employees requires the provision of sums of money amounting to 16 trillion dinars."[/size]
    [size=45]Al-Husseini added, "Allocating the amount during this period would increase the deficit rate to a large extent, which is not consistent with the country's financial situation."[/size]
    [size=45]He pointed out, "If the government goes to collect its debts, whether related to oil sales to global markets or border crossings, customs and other revenues, it will provide full allocations for the salary scale, and then we can proceed with it without problems."[/size]
    [size=45]And Al-Husseini indicated that "handling the salary scale is based on two axes, the first is with the authorities concerned with setting this scale, and dealing with the authorities that provide the state with appropriate revenues and financial cover."[/size]
    [size=45]In addition, Representative Moeen Al-Kadhimi stated that "the salary scale is primarily the responsibility of the government, and not the jurisdiction of Parliament."[/size]
    [size=45]Al-Kazemi added, "The government has formed a joint committee that includes in its membership representatives of the Ministry of Finance and Planning and the Service Council."[/size]
    [size=45]He pointed out, "This committee began its work a year ago, with the hope that it will provide a fair salary scale that achieves justice and does not create large differences between one ministry and another."[/size]
    [size=45]And Al-Kazemi indicated that “the joint committee has reached the final stages in its work,” explaining that “if the government undertakes to ratify this peace and provides it with the appropriate financial liquidity to cover the peace, then it will launch and implement it.”[/size]
    [size=45]And he stated, “The ladder consists of ten job grades, and the amendment serves the lower grades between the tenth and the fifth specifically.”[/size]
    [size=45]Al-Kazemi added, "If the nominal salary is 170,000 dinars, it will double to one and a half times, and this will provide a benefit for the employee until he reaches retirement age as well."[/size]
    [size=45]And he stressed, "The current economic situation and the global price hike forced the government and executive authorities to reconsider the salary scale in line with the changes that have occurred."[/size]
    [size=45]Al-Kazemi concluded, "The House of Representatives is supportive of any government directions to amend the salary scale, but the current draft budget has been developed on the basis of the current scale."[/size]
    [size=45]On a related note, MP Raed Al-Maliki said, "The salary scale that is being talked about in the media has not been presented to the House of Representatives until now."[/size]
    [size=45]Al-Maliki added, "This issue is not only a financial aspect, but the whole is a financial issue."[/size]
    [size=45]He pointed out, "All projects that have a financial nature should be launched by the government, which has begun to form a committee to make recommendations regarding the salary scale."[/size]
    [size=45]Al-Maliki concluded, "The recommendations reached the Council of Ministers, but they were not presented at the official meeting of the government until now. As for Parliament, it supports the demands for amending the salary scale in a way that achieves justice because we realize that there is a real grievance suffered by those with low salaries."[/size]
    [size=45]For his part, economic academic Abdul Rahman Al-Mashhadani said, "The salary scale entered the line sideways, confusing the budget preparation situation."[/size]
    [size=45]Al-Mashhadani added, "Iraq is not ready at the present time to change the salary scale, because that would burden the state's public treasury with new sums of up to 11 trillion dinars or more."[/size]
    [size=45]He pointed out, "The draft budget law for the current year did not include any additions that would provide financial cover for adjusting the salary scale."[/size]
    [size=45]Al-Mashhadani explained, "Preparing a new salary scale requires time, and it cannot be completed soon, as it is being promoted in the media."[/size]
    [size=45]And he believed, "The talk about setting a new salary scale is for electoral purposes, as Iraq is on the verge of local elections next December."[/size]
    [size=45]Al-Mashhadani concluded, "The blocs are fully aware that the time is not appropriate to introduce a new salary scale, and the government is not ready to increase the financial deficit in the budget."[/size]
    [size=45]On the other hand, the economic academic, Safwan Qusay, called for "a review of all salaries of state employees in proportion to the cost of living."[/size]
    [size=45]And Qusai believed that "resorting to amending the salary scale is not optional, but rather taking a compulsory character and imposing it on the relevant authorities, especially the Federal Service Council."[/size]
    [size=45]He pointed out, "Financing the additions to the salary scale can be obtained by imposing taxes on the allowances of those with higher job grades to absorb income from them and transfer it to others with lower job grades."[/size]
    [size=45]It is noteworthy that many observers have stated that talking about setting a new salary scale is unrealistic in light of the current financial conditions, warning against exploiting it for electoral purposes.[/size]
