    {Economic: Al Furat News} A member of the Parliamentary Oil, Gas and Natural Resources Committee, Ali Shaddad, participated in the closing ceremony of the {startup basra} program in its second season, which is dedicated to training young job seekers.
    Shaddad said in a statement, which {Euphrates News} received a copy of, that "these programs will train and qualify young people for the labor market and provide them with the skills that qualify them to join foreign oil companies."
    And he indicated that "the percentage of foreign labor previously was estimated at more than 75% in most oil fields," noting that "the licensing tour companies do not adopt the academic certificate in recruitment processes, but rather adopt the principle of experience and professional certificates in employing their cadres."
    Shaddad continued, "We have diagnosed many reasons that led to the decline in the percentage of local employment, including the inability of young people to organize a professional resume and their lack of a negotiation method."
    He stressed the importance of benefiting from training and development programs to qualify young job seekers and provide them with the necessary expertise to engage them with major and secondary oil companies.
    He pointed to "his endeavor to activate Article (26) of the licensing round contracts, which stipulated obligating oil companies to allocate a non-refundable amount of (5) million dollars for the purposes of training, development and scholarships."
    He added, "These sums should be used to train young graduates and other job-seekers, especially those who live in areas near the oil field sites."
    And he explained that "these sums, if properly exploited, will contribute to the implementation of the project of iraqization of jobs, through which foreign labor will be replaced by local ones."
