    On Thursday, the Kurdistan Regional Government of Iraq announced that it had reached an agreement with the federal government in Baghdad regarding the mechanism for exporting oil and the method of distributing the region's financial dues in the budget.
    And the Kurdish "Rudaw" network quoted the head of the office of the Kurdistan Regional Council of Ministers, Omid Sabah, as saying that "the agreement was reached after a meeting with the federal government in Baghdad."
    Sabah added, "A memorandum was signed between the two delegations, and it is scheduled to start financing the Kurdistan region immediately."
    In turn, the spokesman for the regional government, Peshwa Hauramani, said that "the salaries of the employees of the Kurdistan region will be distributed as soon as possible" after reaching an agreement between the two delegations.
    The two officials did not give more details, but the network confirmed that it had obtained the content of the agreement reached between Erbil and Baghdad.
    She said that it would include "depositing the non-oil revenues of the Kurdistan region into an account of the Iraqi Ministry of Finance, but the debate on this point continues and has not yet been resolved."
    She added, "A committee is scheduled to be formed to study the issue of non-oil revenues, and the proportion of the public treasury and the Kurdistan region."  It was also decided that the Federal Ministry of Finance would return 50 percent of the revenues of the border crossings to the Kurdistan region, according to the network.
     

    Among the other points mentioned by the network in the agreement is "the commitment of the Kurdistan Regional Government to pay the dues of the oil companies on the basis of the costs of Iraqi oil production and at the same prices approved by the companies of the Federal Ministry of Oil."
    And also to deliberately "the Federal Ministry of Finance to finance the dues of the Kurdistan region in accordance with the Federal Budget Law for the year 2023, upon its commitment to implement the points referred to."
    It is noteworthy that a delegation from the Kurdistan Regional Government visited the Iraqi capital, on Wednesday, to discuss with the delegation of the federal government on outstanding issues between the two parties.
    The regional government often disagrees with the central government in Baghdad regarding Erbil's share of the budget, as well as the management of oil resource exports coming from the region.
