On Wednesday, legal expert Ali Jaber Al-Tamimi explained how to resolve the issue of delayed delivery of salaries to Kurdistan Region employees, stressing the importance of looking at the humanitarian aspect as long as this does not conflict with the law and the constitution.

Al-Tamimi told Al-Maalouma, “The salaries of employees in the region, and with the Federal Court’s decisions regarding the export of oil and gas by the region and related to the region’s share and the details of the budget law, all these details are binding and legally applicable, but the solution for employees’ salaries is through... Negotiation and understanding between the governments of Baghdad and Erbil.
He added, "Salaries carry a humanitarian aspect, that is, they need to find legal solutions that do not conflict with the decisions of the Federal Court and the Budget Law, by finding settlements or in the form of clearing, loans, or advances, and these matters are not absent from the Ministry of Finance and the Council of Ministers."
He stated that "Prime Minister Muhammad Shiaa Al-Sudani has humanitarian positions towards citizens in various regions of Iraq, and salaries have a humanitarian aspect, far from rigid texts."
He pointed out that "the budget law included explicit articles regarding the export of oil through the SOMO company through the region and the bank in which oil imports are placed, contracts and inspection by the Ministry of Oil and the Financial Supervision Bureau, but there are problems with Turkey that prevent the export of oil through its territory."
He stressed that "the provisions of the budget law need to be implemented by the regional government regarding the delivery of 400 thousand barrels per day, and its returns will be positive for the region." Ended 25 n
