Former member of the Kurdistan Regional Parliament for the fifth session, Sabah Hassan, confirmed today, Sunday (November 26, 2023), that the Kurdish delegation visiting Baghdad aims to conclude a new agreement with the federal government.
Hassan said in an interview with "Baghdad Today" that "the delegation aims to conclude a new agreement regarding employees' salaries and deliver the amounts on an ongoing basis to the region, and the Kurdistan government is responsible for disbursement and distribution."
He added, "After approaching the end of the previous agreement, which included sending 3 salaries, we aspire to conclude a long-term agreement that guarantees sending salaries to the region on a monthly basis along with Kurdistan's share of the budget."
He pointed out that "employees in the region are demanding that their salaries be paid on a regular basis, but we confirm that Baghdad is responsible for this delay, because it has not fulfilled its obligations."
The Parliamentary Finance Committee revealed earlier an agreement to localize the salaries of the region’s employees in federal banks and distribute them directly to the region’s employees via electronic cards, and not to hand over the money to the region’s government. This is something that the Kurdistan Democratic Party sees as unconstitutional, because the region is an independent entity and the salaries are distributed to the region’s government. Employees are the tasks of the regional government, and Baghdad must hand over the money to the regional government.
It is hoped that the region will receive the final batch of salaries, which will be distributed to the region’s employees as salaries for the month of September (the ninth), while the salaries for the last three months of the current year remain unknown.
