Economy News - Baghdad
On Wednesday, the government service and engineering effort team detailed its work completed within a year and its projects for the remainder of the current year and next year, while stressing that its goal is to provide services in all slum areas, stop the bulldozing of agricultural lands, and prevent encroachment on state lands again.
The head of the Service and Engineering Effort Team, Jaber Al-Hassani, said in a speech during a press conference to review the team’s achievements during the year, which Al-Iqtisad News reviewed, saying, “The team was established with the formation of the current government and the launch of the ministerial curriculum, and our work tasks were defined to serve deprived areas and provide municipal services to residential areas.” Such as water, sewerage, cladding, tiling, education, health and electricity sectors.”
He added, "The team includes all government agencies, including the Ministries of Housing, Finance, Defense, Interior, Industry, the Popular Mobilization Forces, the Baghdad Municipality, the State Real Estate Department, the governorates, the Engineers Syndicate, and university professors."
He continued, "The team held several meetings, discussed powers and tasks, and submitted reports to the Prime Minister. Our work is linked to the Prime Minister's Office and our mechanisms are among the aforementioned entities."
He continued his speech by saying: “We are carrying out direct implementation work in accordance with the decision of the Council of Ministers, as we started with 3 projects inside the capital, Baghdad, then increased to 5, then 7, until we reached 22 projects in the capital last year, 2022, without a budget, and disbursement through the emergency support law and some team allocations, and then we arrived.” To 92 different projects, we also respond to citizens’ appeals and direct directives from the Prime Minister.”
He continued, "During the same year 2022, we also began working in 5 governorates: Baghdad, Muthanna, Maysan, Diwaniyah, and Salah al-Din, with work related to infrastructure, municipal services, sanitation, education, and health."
He detailed by saying: “In the education sector in Baghdad, we carried out rehabilitation work for more than 15 schools and about 30 schools in the governorates of Diwaniyah and Muthanna. The team contributed by producing 40,000 school trips initially, then with the efforts and participation of donors from other ministries, the number reached 200,000 school trips, and in the health aspect.” We qualified 3 hospitals in Baghdad and two in Muthanna and Maysan. The team also worked in the Holy Karbala Governorate by participating in providing direct services during the million visits. We also contributed with the Ministry of Labor to expanding the coverage base for those entitled to social protection network benefits.”
The team leader confirmed, "Our services touched the direct needs of citizens and targeted more than two million citizens in Baghdad and other governorates. We aspire to continue the work and rehabilitate and develop all random areas and settlements to become integrated and serviced residential areas like their peers."
Al-Hassani continued, “In the year 2022, 92 billion dinars were allocated for the team’s work, 88 of which were transferred to the year 2023, and in the 2023 plan, 500 billion dinars were allocated to implement a package of projects that reached 214 in Baghdad and six governorates.”
He explained, "The rate of completed work carried out by the team in Baghdad and the governorates for the years 22/23 is equivalent to the production of several ministries. The efforts included paving, sanitation services, electricity, and other services, with direct cooperation and support by Prime Minister Muhammad Shiaa Al-Sudani, which was strengthened with exceptions to the decisions of the Council of Ministers and the expansion of implementation powers." ".
He added, "We have future plans that emphasize that no slum area will remain without services. Therefore, we have developed an integrated plan and we seek to have the Prime Minister approve it and proceed with it. It is an ambitious plan that aims to stop the bulldozing of agricultural lands and prevent encroachment on more state lands and real estate."
In turn, the Prime Minister’s Advisor, the Technical Advisor to the Service and Engineering Effort Team, Diaa al-Din Nazim, said: “The Prime Minister is constantly informed and holds permanent meetings with the team to find immediate solutions to all obstacles, as more than one Cabinet decision has been issued to end the problems facing us.”
He pointed out, "The work that was carried out during the year 2022 was without budget, but the Prime Minister supported the team with 92 billion dinars, including 15 billion from the Prime Minister's Office, 70 billion from the Ministry of Interior, which the previous government allocated to purchase furniture, and 7 billion from social benefits to the Iraqi Ports Company." Implementing 100 projects with this amount during the year 2022 and the beginning of 2023, and the works that were carried out amounted to one and a half million meters of paving and one million square meters (muqarnas) in Baghdad and the provinces.”
He added, "The team implemented water networks of up to 300 kilometers of various types of pipes and also maintained water complexes and sewage networks of up to 170 kilometers. We are working to double the quantities by investing the amount allocated to the 2023 budget, amounting to 500 billion dinars, and we aim to implement 209 water, sewage, and electricity projects."
He continued, "The team carried out rehabilitation work for schools, which included restoration or construction after land acquisition, in addition to the restoration of a large number of hospitals."
In turn, the head of the service effort team for Baghdad Governorate, General Manager of Hammurabi Company, Abdul Razzaq Al-Maliki, said: “The areas that the team entered and fully completed were 34 areas in the first phase, which included the implementation of infrastructure and sewage works, and part of the streets were completed with paving and muqarnas.”
He pointed out, "In the second phase, the team implemented 21 projects, and we reached their final stages with percentages ranging between 90-95%. In the third phase, we received 60 areas and we are currently working in them to complete the infrastructure requirements. It is hoped that the paving phase will begin between days 20-25." From this month."
He continued, "The work carried out by the team within each region requires from one year to a year and six months according to the timetable, but the team reduced the time period to 3 months and there are regions that completed their work within 60 days."
