He added, "While the appointment to the Federal Financial Supervision Bureau, the total was 116, all in Baghdad, while the appointment to the House of Wisdom was 3 degrees, all in Baghdad, and in the State Council 2 in Baghdad, and in the Border Ports Authority 7, and also all of them in Baghdad."
Confirmation of appointments
And he continued, "While the Federal Service Council approved the appointments of the Ministry of Health with a total of 56,433, the Council also approved the completion of the appointment of contracts for the water, sewage and municipalities departments 2016/2017 and they were as follows: Basra Governorate Water Directorate 70, Basra Governorate Municipalities Directorate 43, Baghdad Water Directorate 44 Babil Water Directorate 173, Najaf Water Directorate 124, Maysan Water Directorate 39, Dhi Qar Water Directorate 137, Diwaniyah Water Directorate 85, Muthanna Water Directorate 60, Karbala Holy Water Directorate 70.
He went on to say: While the completion of the appointment for the self-financing departments was as follows: the appointment of 711 Ministry of Communications staff, 81 Arab Gulf Academy graduates appointed, the completion of the appointment of contracts for the Ministry of Construction and Housing 2019 amounted to 148, the appointment of pilots to the permanent owners 93, and the re-appointment in the self-financing departments It was as follows: a reappointment in the General Company for Grain Manufacturing 1, a reappointment in the Ministry of Transport 1, and a reappointment in the Ministry of Higher Education and Scientific Research 2.

Install procedure and contracts
And regarding the initiation of confirming the procedure and contracts of those who have two years in accordance with the decision of the Council of Ministers, the Service Council clarified, that it “relies on the data received by the Ministry of Finance after conducting the audit process, and the Council also relies on the data provided by the Ministry of Finance.”

Degrees of thousand contracts for each province

He continued, "The Council depends in recruitment on the needs received from the grades and job titles of ministries and agencies not associated with the Ministry and the governorates after making the deletion and creation and supporting the availability of financial allocation by the Ministry of Finance."
Setting up a database for employees
He explained, "The Council is in the process of preparing a database for state employees and the speed of completion depends on the extent of the institutions' response and the accuracy of the data that is provided to us, despite the lack of commitment by some ministries and agencies to answer."
And on how to address the career slack between the Council, “Based on Cabinet Resolution No. (9) for the year 2020, paragraph (1) of it, which states ((reducing and rationalizing the administrative structures of the state by submitting its vision in this field to the General Secretariat of the Council of Ministers. Ministers)) were addressed to ministries and agencies not associated with a ministry to provide us with the administrative structure with a statement of their vision to reduce and rationalize it. and entities not associated with a ministry for the purpose of forming a committee to undertake (reducing and rationalizing the administrative structure).
The work of the service board
Regarding the structure of the council’s work, he stressed, “The Federal Public Service Council suffers from a lack of financial allocations and a small number of cadres, which amount to (40) employees on the board’s staff, (119) related employees, and (15) employees assigned to various ministries and institutions, with a structure of its own. With the offer that the council does not have a building dedicated to it."
Salary scale and its adjustment
And regarding the salary scale law and its amendment, the council explained that “a committee has been formed that includes in its membership representatives from the General Secretariat of the Council of Ministers, the Ministries of (Finance and Planning), the Federal Financial Supervision Bureau and the Federal Public Service Council to study the legislation on the salaries of state employees and the mechanisms for their application and the possibility of matching the criteria for determining them and providing solutions. In addressing the case of disparity in those salaries, and work is continuing.”
