    Baghdad Governorate announced, on Wednesday, the launch of the application form for contract appointments, Federal Budget Law No. (13) of 2023 for the Republic of Iraq for the fiscal years (2023-2024-2025).
    The governorate indicated in a statement, seen by Al-Iqtisad News, the necessity of taking into account a number of points during the application process, in addition to the identification documents that the applicant needs to prepare before submitting electronically.
    Baghdad Governorate called on applicants to take into account the points below:
    1. The applicant must be of Iraqi nationality, a resident of Baghdad Governorate, and must have completed eighteen years of age and not exceeding forty-five years of age (18-45 years).
    2. He must be of good moral character, not convicted of a misdemeanor or felony that violates honor and justice, and not subject to a penalty of removal or exclusion previously.
    3. Providing a residence card for the applicant in his name or in the name of his spouse or one of his parents exclusively.
    4. The married applicant must provide proof of his marriage (a national card, civil status ID, or marriage contract), and the issuance date must be before the closing date of the application form.
    5. The applicant who has children must provide proof of this (a national card, civil status ID, or a certified birth statement), and the issuance date must be before the closing date of the application form.
    6. The applicant who holds a certificate (bachelor’s, diploma, preparatory according to the required branches, intermediate, elementary), must have a graduation endorsement or a graduation document containing the grade and average (for bachelor’s and diploma graduates) or an endorsement or a document containing the lessons, grades, and Total (for middle school graduates and below) - Note that the number and date of the endorsement or document will be required in the electronic submission -
    Note: What is meant by estimation is the following:
    • Excellence: 90-100
    • Very good: 80 - 89    
    • Good: 70-79
    • Average: 60 - 69
    • Acceptable: 50 - 59
    7. Graduation year is acceptable until 2022-2023
    8. Applications will be on two channels: public and private. Those applying for the private channel must do the following:
    a. Channel of the martyrs: 
        He must have an endorsement or ID in the name of the applicant from the Martyrs Foundation - noting that the number and date of the endorsement or ID will be required in the electronic application -
    B. Minority Channel: The applicant must provide proof that he is a minority - noting that the number and date of the document proving this will be required in the electronic application -
    C. Channel for people with special needs:
        The applicant must be a person of determination
        The applicant must have an endorsement from the Department of People with Special Needs, stating the degree of disability and the extent of his eligibility for work - noting that the number and date of the endorsement will be required in the electronic application -
    9. The special application channels are:
    - The channel of the martyrs’ families includes:
    a. Families of martyrs (martyrs of the former regime) and families of martyrs of the Popular Mobilization Forces, at a rate of 15%, distributed equally among the two categories. In the event that the numbers of applicants do not cover one of the categories, compensation will be made from the remaining category of the channel mentioned above (Paragraph A)
    *The categories concerned with this basket are (parents, children, grandchildren, husband and wife, brothers and sisters)
    B. Relatives of martyrs of war operations and military errors (victims of terrorism), with a percentage of 10% of the number of seats
    * The categories concerned with this basket are (parents, children, husband, wife, brothers and sisters).
    - People with Special Needs Channel: at a rate of no less than 5%, provided that the applicant is a person of determination
    - The minority channel with a percentage of no less than 2% of the number of seats and includes: the Christian component, the Sabian, the Shabak, the Yazidi, and the Faili Kurds.
    10. The applicant must not be an employee (even on a contract) in state departments, nor receive any salary from the state (except for those covered by the applicable laws that allow him to combine two salaries).11. The applicant for a contract as a driver must have an effective public driving license, category B or higher, depending on the required category - noting that the number and date of the driving license will be required in the electronic application -
    12. The contract period will be three years and the monthly salary will be (300,000) three hundred thousand Iraqi dinars only.
    13. The electronic application form will be open for (30) days on the Ural electronic portal for government services.14. The applicant is not entitled to apply to more than one channel, or to more than one specialty. If more than one application is submitted, duplicate applications will be ignored.
    15. The applicant is not entitled to apply more than once for the same channel and specialty, and duplicate applications will be ignored.
    16. The contractor’s workplace shall be according to what the governorate deems necessary and according to the need in Baghdad Governorate and its affiliated departments, and the working hours shall be official and according to the instructions of the department in which the contractor works.
    17. A comparison will be made between applicants according to the total points they obtained in accordance with the controls of the Ministry of Finance, and preference will be given to each applicant in the single specialty according to the highest points.
    18. Points are calculated according to the controls of the Ministry of Finance in the following manner:
    • Estimation (for bachelor’s and diploma graduates):
        Privilege: 25 points
        Very good: 20 points
        Good: 15 points
        Average: 10 points
        Acceptable: 5 points
    • Graduation years:
         2022-2023: one point
         2021-2022: 2 points
         2020-2021: Three points
         2019-2020: Four points
         2018-2019 and below: five points
    • Marital:
    • Married and (husband or wife - not employed (not employed) - or not retired) and has children: 10 points
    • Widowed or divorced with children: 10 points
    • Married and (husband or wife - not employed (not employed) - or not retired) and has no children: 5 points
    • Widowed or divorced and has no children: 5 points
    • Not married: 2 points
    19. According to the instructions of the Ministry of Finance, when the comparison points between the candidates are equal, the contractors are selected through a public lottery.
    20. The application will be electronic and the form will be printed after filling it out
    21. After closing the application form, the names of the applicants are announced for review, and the applicant submits the printed application form with the required documents, and the applicant’s residence, marital status, number of children, and husband’s work are confirmed by the mukhtar in a special field within the form and it is submitted through the administrative unit (district - district). .
    22. The form after printing contains a field that includes:
    - The applicant pledges that all the information mentioned in the form is correct
    - The mukhtar’s confirmation and stamp of the applicant’s information, including marital status, number of children, and husband’s work
    - Supporting the audit committee in the administrative unit regarding matching the application information with the papers, identification documents, and comparison points
    - Stamp and signature of the director of the administrative unit (district or district)
    23. The applicant bears legal responsibility for the accuracy of the information, documents and data submitted by him. In the event that any inconsistent information is submitted, the application form will be neglected and his right to apply will be forfeited. The applicant whose application is neglected has the right to submit an objection, and the contract will be canceled if this is discovered later after the contract.
    24. Applicants must ensure accuracy in the application information, and ensure that the fields of the electronic form are filled out. The form that contains information that does not match the identification documents will be ignored and will not be submitted by the administrative unit to the governorate.
    25. Objection will be opened for applicants at the governorate office for a period of 15 days after the date of announcing the names for auditing purposes.
    26. All applicants must follow the news through the official websites and social media platforms of the Baghdad Governorate to know the latest developments regarding their transactions, and an explanatory video will be published on how to submit the electronic form on the aforementioned websites and platforms.
    27. Applicants must adhere to the timings specified for announcing the names of applicants (for audit purposes), for the period of objections, and for announcing the names of candidates for contracting. Otherwise, the applicant is considered to have withdrawn and is not entitled to request an application outside these timings.
    28. The required specializations are attached in the table below. If the number of applicants does not cover the required seats within one channel, the vacant seats will be transferred to other specializations within the same channel.
