Articles of the tripartite budget included stopping appointments in Iraqi state departments for a period of three years.
According to the amended budget documents, "the ministries of defense and interior and the counter-terrorism apparatus are excluded from the decision to stop appointments, as 37,000 policemen, 10,000 defense soldiers and 3,500 soldiers will be contracted for the agency."
