Estonia and Russia have crossed the border between two people sentenced to prison for espionage and issued a presidential pardon, according to the Estonian authorities announced.
On Saturday, Estonian businessman Ravio Susi was exchanged with Russian Arteom Zinchenko at the Quedola border post in southeastern Estonia.
"Estonia has deported a spy to Russia who committed an offense here, so the Estonian businessman was able to return to his family after being detained for a long time in Russia," Estonian Internal Security chief Arnold Senisalo said.
Ravio Susi, who was arrested in February 2016 in Russia for activities between 2004 and 2007, was sentenced to 12 years' imprisonment in December 2017. He was an aviation worker.
In 2017, a court in Tallinn sentenced Zinchenko to five years in prison for Russian military intelligence.
Zinchenko has been legally resident in Estonia since 2013, where he has been charged with collecting and transmitting intelligence that is harmful to national security in Estonia.
Spying issues negatively affect the relations between Moscow and the Baltic states, which were Soviet republics and became members of NATO and the European Union, and escalated concern in these countries after Russia's annexation of the Crimea in 2014.
In April, Russia freed Estonian officer Aston Cofer as part of an exchange with Alexei Dreisen, a former Estonian security official who was serving a 16-year sentence for Moscow, Russian intelligence said.
