The Palestinian Islamic Resistance Movement (Hamas) announced its acceptance of the establishment of a single Palestinian state, with Jerusalem as its capital, on the 1967 borders without recognizing Israel.
This came as part of what the movement said was a "document of new political principles" revealed during an extensive news conference yesterday in the Qatari capital of Doha attended by a large number of leaders of the movement and continued to attend with a number of other leaders of the movement in the Gaza Strip.
Khaled Mashaal, head of the political bureau of the movement, said that the document reflects the political development of the movement and its openness, stressing that it is part of the literature of Hamas and pave the way for other documents in the future.
The document states the right of return for all Palestinians outside their homes and rejects all projects aimed at settling the refugee issue, including resettlement or seeking an alternative homeland in the Sinai or in any other region.
Meshaal stressed that the document refuses to recognize the State of Israel or peace operations, starting from Oslo until today.
Meshaal said that these points reassure everyone that the movement did not lose its authenticity or retreat from its principles or Islamic principles.
Several media outlets have leaked reports of the movement's announcement of its amended document to be recognized internationally.
The leaks included that the amended charter includes 14 items, the most important of which recognizes the 1967 borders, which implicitly recognizes Israel, as well as classifying the conflict as a political conflict.
The Israeli government has consistently adamantly rejected the charter, calling it an attempt by Hamas to deceive the world into becoming a more moderate group.
"Hamas is trying to deceive the world, but it will not work," said David Keiz, a spokesman for Israeli Prime Minister Benjamin Netanyahu.
"They are building tunnels for terror and firing thousands of rockets at Israeli civilians," he said. "This is the true Hamas."
The Palestinian National Authority has conducted several rounds of peace talks with Israel on the basis of a two-state solution, although the last round of talks brokered by the United States collapsed three years ago and froze the talks from the day.
Hamas chose Yahya al-Sunwar as its general commander in the Gaza Strip four months ago after internal elections.
He was released in the framework of a prisoner exchange agreement between Hamas and Israel 2011 known as the Shalit deal, which is one of the largest prisoner exchange in the history of the Palestinian - Israeli conflict, and took place after the capture and detention and negotiations, all took place inside the Palestinian territories.
Hamas emerged in the Palestinian arena in its current form by Sheikh Ahmed Yassin in 1987, although it has found movement in other names since 1948.
In 2006, the movement succeeded by a large majority in the legislative elections in Gaza, and then intervened in an armed conflict with Fatah to control the situation in Gaza without recognition from the Ramallah government or any international recognition.
It has fought three wars with Israel since 2007 and has carried out hundreds of armed attacks in Israel.
Several Western countries put Hamas in the category of terrorist organizations for not renouncing violence and not recognizing Israel's right to exist and rejecting interim peace deals between Israelis and Palestinians. But Hamas is defending itself by saying that defending the homeland is a constant in all religions and international laws.
