    The government responded to all the observations and amendments made by the parliamentary blocs to be included in the draft federal budget law for 2018, considering that they are personal and electoral demands impede the passage of the budget.
    And things are heading towards more complex after Abadi refused the request of the parliamentary blocs, which tried to meet with him to discuss the budget law, on condition of meeting after the first reading of the budget law.
    The chances of the adoption of the federal budget are slim due to the growing dispute between Abadi and the parliamentary blocs, most of whom vowed to break the quorum of Wednesday's session, which was set to search for an appropriate mechanism to deal with the budget file. 
    The Presidency of the House of Representatives has collected the observations submitted by the blocks and exceeded the 35 proposals required by the government included in the draft for discussion in the House of Representatives. 
    The Speaker of the House of Representatives Salim al-Jubouri has referred, earlier this month, the Budget Law 2018 to the Finance Committee to prepare a final version and collect all the observations and objections that belong to the blocks and integration into the project.

    The federal budget was estimated at 108 trillion dinars, with an expected deficit of 13 trillion dinars. And saw the reduction of the share of the Kurdistan region from 17% to 12.67%. 
    After receiving the budget law, the Finance Committee called the political blocs, in early December last, to send their comments on the draft law in a maximum of two days. 
    In the same context, MP Rahim Darraji, another member of the Finance Committee, that "the general budget has become a subject of stalemate because of differences between the government and the parliamentary blocs on many points and paragraphs." 
    "Most MPs are demanding a meeting with Prime Minister Haider al-Abadi before the vote on the acceptance of the federal budget law in principle, but the government wants to read the budget first reading as a condition for holding the meeting with the deputies," Darraji said.
    The member of the Finance Committee said that "the meeting Wednesday will discuss how to deal with the draft federal budget law," adding that "delayed adoption of the budget will not affect the conduct of elections on the grounds that the government can allocate funds to UNHCR." 
    The speaker of the House of Representatives set a meeting on Wednesday to include the budget law. The coalition of forces threatened last month to boycott parliament sessions because the allocation of displaced people and compensation to areas affected by military operations was not included in the budget. 
    For his part, the appearance of Mohammed Saleh, Adviser to the Prime Minister for Economic Affairs, the amendments and observations sent by the Parliament to the Prime Minister saying "can not add any amendment to the federal budget law unless the Parliament ends its first reading."
    He added that "the adoption of the budget is a national issue because we are coming to the donors conference and we will deal with international organizations calling us to approve the federal budget" .
